Research On The Risk Management Of Government’s Purchase Of Urban Greenland Maintenance Services

Since the development concept of "green water and green mountains are golden mountains and silver mountains" was put forward,local governments have incorporated urban ecological construction into their daily administrative regulations,and have continuously strengthened the conservation of urban public green spaces.In the process of advancing the modernization of the national and government governance systems,the government has actively changed its role and positioning,integrated new public management concepts into the governance system,gradually promoted the marketization of public green space maintenance services,and handed public green space maintenance services to qualified enterprises and social organizations Provide to realize the transformation from producer to manager.However,there are still problems such as lack of competition mechanism,information asymmetry,moral hazard,power rent-seeking and so on when the government procurement of urban public green space maintenance service happens.The different risks caused by these problems need to be identified and actively avoided.This article takes Hedong District of Tianjin as an example,starting with the background and significance of the government procurement,expounds the basic situation and operating status of public green space maintenance services in Hedong District,taking new public management,subject game,risk management and other theories as the basic theoretical sources discussed in this topic,focus on the analysis of the risk points in the basic process of purchasing a series of maintenance services for the public areas of the public area of the Hedong District government,and use the Delphi method,WBS-RBS decomposition method,data analysis and other methods as the research method,take the project of purchasing green space maintenance services by the urban management department of Hedong District as the analysis point,elaborate and identify the many risks that may exist in the project,and reasonably divide the risk levels to determine the degree of impact of various risks on the project.In the whole process of risk management,this paper takes the four stages—preliminary planning,target selection,project performance,evaluation and supervision in the process of purchasing project of Hedong District as the entry point,and takes the high risk points with great influence in each stage as the important object of discussion.The paper analyses that reasons of government procurement include relevant legal mechanism is not sound,lack of market mechanism,the purchase service idea lag,evaluation and supervision mechanism is not perfect.Guided by the risk management goal,this article puts forward the corresponding countermeasures and suggestions for risk avoidance and risk prevention.
