| In recent years,encouraging and guiding social forces to participate in the provision of public services has gradually become an important way to build a service-oriented government.Governments at all levels have actively explored market-oriented reform in public services such as urban and rural construction,livelihood security,cultural and sports services,and social security by purchasing services from authorized and recognized market entities,injecting new demand and vitality into the market,and promoting new breakthroughs in some key projects.However,it is worth noting that as the scale of government procurement of public services expands,the process becomes complex,and cooperation becomes comprehensive,potential problems gradually emerge in the process of promoting public service projects.The exposure of these potential issues may affect the overall quality level and supply efficiency of public services,and is an important risk that may affect the social reputation and credibility of the government.Therefore,identifying the potential process risks of purchasing public services and strengthening research on risk prevention and control mechanisms are of great significance to amplify the effectiveness of government market-oriented reform and strengthen the trust relationship between the public and the government.This article takes the potential risks of government procurement of public services in the comprehensive renovation of old residential areas in the housing and construction department of X City as the research object,selects the comprehensive renovation of old residential areas as a typical case,and then points out the problems and risks in the practice of government procurement of public services in the comprehensive renovation of old residential areas in the housing and construction department of X City.Secondly,based on the privatization theory of public services,risk management theory,and principal-agent theory,using social survey methods,identify the risks of government procurement of public services from four aspects:decision-making,bidding,implementation,and evaluation.On the basis of risk identification,analyze the causes of risk formation from both internal and external aspects.Finally,based on specific practices,the path to risk prevention and control is proposed.After studying the comprehensive renovation project of old residential areas in the housing and construction department of X City,this article draws the following conclusions:First,there are risks in decision-making,bidding,implementation,and evaluation of government procurement of public services.Secondly,The root causes of these risks include incomplete institutional systems,insufficient supply of high-quality social resources,inadequate management,and a lack of supervision and evaluation systems.Third,effectively prevent and resolve the risks in the entire process of government procurement of public services from social forces.By accelerating the establishment and improvement of the legal and regulatory system for government procurement of public services,strictly controlling the entrance of bidding and selecting high-quality social forces,strengthening standardized and scientific management,and improving the comprehensive supervision and evaluation system,we will strive to address both internal and external factors,and explore a more comprehensive risk prevention and control mechanism,Promote effective reduction of risks in the government procurement process. |
