Study On Optimization Of Social Assistance System For Illness Expenditure Induced Poverty In Shanghai

With the rapid development of the economy of China,food security has become one of the most prominent problems.The air pollution,the increasing pressure of the workload,and the increase of the aging population are becoming more and more serious.It increases the possibility of being attacked by a variety of chronic diseases which resulting many families to poverty.The patient and the family need to face medical burdens then living burdens are heavier and heavier.The phenomenon of returning to poverty due to illness and impoverishment due to high medical expenses is also becoming more and more obvious.To avoid this phenomenon,it is necessary to study the Social Assistance System(SAS)of Illness Expenditure Induced Poverty(IEIP).Based on the collection and analysis of relevant works of literature on SAS of IEIP,this paper takes Shanghai as an example to utilize methods such as participant observation,questionnaire survey,and unstructured interview to analyze the SAS for IEIP and the implementation status in Shanghai.In the end,some suggestions are put forward to optimize the SAS for the IEIP in Shanghai.The overall framework of this paper is as follows:Chapter 1: mainly expound on the related concepts and theoretical basis of the SAS of IEIP.Chapter 2: analyze the general status of the development of SAS of IEIP in Shanghai.Chapter 3: investigate and research the implementation of the SAS of IEIP in Shanghai.Chapter 4: analyze the existing problems and restrictive factors of the SAS of IEIP in Shanghai.Chapter 5: put forward suggestions for the optimization of Shanghai’s SAS of IEIP.Through the research,it is found that the problems of the SAS of IEIP in Shanghai include low SAS standards;fewer SAS items;complex SAS application review process;poor quality of the management of SAS personnel;insufficient publicity of SAS policies,etc.According to the analysis,it is due to the high pressure of financial payment of the funds;the lack of cooperation between relevant SAS departments;the information asymmetry in the SAS application review mechanism,and the outdated SAS concept.The above problems can be solved by widely absorbing social funds to improve the level of SAS;establishing an information management system for IEIP;improving the management level of SAS personnel;establishing a service-oriented modern SAS concept and other measures.It is hoped that through the above countermeasures,a social assistance system for illness expenditure induced poverty could be truly established,so as to improve the quality of life and living standards of the families impoverished due to illness.
