Research On The Construction Of Rural Governance System Of "Combination Of Three Governance" In China In The New Era

The countryside is the root of China and the foundation of the national building.In the process of realizing socialist modernization,the task of rural construction is not only arduous but also arduous.In order to make the village develop better and faster,the villagers’ life is booming,and all affairs in the village are carried out smoothly and orderly.Effective governance is indispensable.It was clearly put forward in the report of the 19th National Congress that "we should strengthen the basic work of rural grass-roots units and improve the rural governance system integrating autonomy,rule of law and rule of virtue",which provides a solid foundation and follow-up guarantee for the development of the "three governance" rural governance system.In the process of building the "three governance combination" rural governance system,remarkable achievements have been made,but at the same time,new problems and new contradictions have emerged.This paper analyzes the causes of the problems and puts forward effective countermeasures and suggestions.It aims to improve the rural governance system of "combination of three governance" in the new era.On the basis of giving full play to the respective roles of autonomy,rule of law and rule of virtue,these three different governance methods are organically combined to play a role in governance,focus on the expectations of the villagers,so that more and more villagers can have more sense of gain and stronger sense of happiness in rural revitalization,and finally realize good rural governance.This paper is divided into five chapters:The first chapter first explains the research background and significance of this paper;Secondly,it introduces the domestic and foreign research status of rural governance;Finally,it states the research ideas and basic methods of this paper.The second chapter is the definition of relevant concepts and relevant theoretical basis of the construction of "three governance combination" rural governance system in the new era.Firstly,it defines the relevant concepts,including the concepts of autonomy,rule of law and rule of virtue,"combination of three governance" and the concept of rural governance;Then it discusses the theoretical basis of China’s "three governance combination" rural governance system,mainly including: the relevant theories of Marxist classical writers on rural governance,the policy theory of Chinese Communists on Rural Governance and the theory of good governance.The third chapter is the process and results of the construction of China’s "three governance combination" rural governance system in the new era.Firstly,it introduces the development process of China’s "three governance combination" rural governance system from 2012 to 2017 and since 2017;Then it introduces a series of achievements made in the implementation of the "combination of three governance" rural governance system in China.The third chapter analyzes the reasons for the "new governance system" in China.The fifth chapter puts forward countermeasures and suggestions for the problems faced in the construction of China’s "three governance combination" rural governance system in the new era,mainly from five aspects: the guidance of Party construction,villagers’ autonomy,the construction of rule of law,the restraint of rule of virtue and the construction of "three governance combination" rural governance mechanism.
