| Grassroots civil servants are an important part of China’s civil servants.For a long time,because the grassroots are at the bottom of the administration,the promotion space is narrow,especially in the current epidemic,the mismatch between work tasks and salary treatment has further intensified,affecting the work enthusiasm of grassroots civil servants,and then affecting the implementation of government policies.The main purpose of the research on the incentive mechanism of grass-roots civil servants is to stimulate their enthusiasm and improve the efficiency and service level of the government.After understanding the domestic and foreign scholars’ research on the optimization of the incentive mechanism of grass-roots civil servants,this paper uses the hierarchy of needs theory,two factor theory,equity theory and other related theories as the basis,takes the incentive mechanism of grass-roots civil servants in W town of Y City as the research object,introduces the current situation of the incentive mechanism of grass-roots civil servants in W town of Y City,and investigates the effect of the existing incentive mechanism of civil servants in W town of Y City through questionnaire survey and field interview,It is found that there are four problems,such as salary incentives are not in place,promotion channels are blocked,the assessment system is imperfect and the training system is unscientific.The existing problems are analyzed,and specific measures,such as the establishment of a comprehensive salary system,the construction of a multi-channel promotion system,the optimization of multi-level assessment system,and the establishment of a diversified training mechanism,are put forward. |
