A Study Of Marx And Engels’ Discourse On Public Emergency And Its Contemporary Value

The imbalance in the relationship between man and nature has led to various natural disasters;the divergence between survival issues and development has led to numerous public health emergencies;production safety accidents are more likely to occur when there is a constant conflict of interests;and the contradiction between the social nature of production and capitalist private ownership has led to economic crises.The natural disasters,public health incidents,production safety and economic crisis mentioned above are all public emergencies.In the era of capitalist industrial civilization in which Marx and Engels lived,under the domination of the logic of capital,the contradictions between man and nature,man and society have become more and more acute,and public emergencies have occurred more frequently.In the face of major public events such as ecological crisis and economic crisis,Marx and Engels explored the root causes of the occurrence of sudden public events based on historical materialism.It is of great practical significance to solve the current crisis of public emergencies,as well as to deepen the comprehensive understanding of Marxist scientific theories and to make innovative applications.At present,the world is in a great change that has never been seen in a century,and socialism with Chinese characteristics has entered a new era.The risks faced by China in various aspects are accumulating and exposed,and risk problems and emergencies are frequent,which not only bring a certain degree of impact on China’s political stability and economic development,but also bring huge security threats and property losses to our people,and even cause a series of social and psychological problems,which have serious impact on the security of mainstream social ideology,and seriously threaten China’s national security and people’s security.and has become a realistic problem that hinders the modernization of socialism with Chinese characteristics.Therefore,it is not only necessary to establish a national security system and guarantee the great rejuvenation of the Chinese nation,but also a fundamental requirement to promote the modernization of the national governance system and governance capacity and to build a Chinese modernization.This paper firstly compares Marx and Engels’ classical texts on public emergencies,and systematically clarifies Marx and Engels’ basic views and theoretical propositions on emergencies such as natural disasters,public health,production safety and economic crises.Secondly,the logic of Marx and Engels’ discussion on public emergencies is explained,and it is argued that the duality of human practice is the theoretical basis for grasping public emergencies,that complex social conflicts are the root cause of public emergencies,and that the value of dealing with public emergencies depends on the people.Finally,the theoretical and practical aspects of Marx and Engels’ thesis on public emergencies are explained as important insights for promoting the modernization of China’s security system and capabilities and improving the level of public security governance.
