Research On The Problems And Strategies Of County Government’s Response To Online Public Opinion Crisis

In recent years,Internet business has "sunk" from big cities to counties and even towns.While enriching the material and spiritual life of the grassroots,it has also greatly changed the public opinion ecology of the grassroots society.The public opinion ecology at the grassroots level has shown a complex and changeable trend.It is difficult to cope with the complex public opinion crisis calmly,and it is urgent to have a strong operational response strategy.This paper selects a total of 64 online public opinion incidents involving county-level governments from 2012 to 2022,and comprehensively uses case analysis,literature analysis and comparative research methods to analyze and study the responses to online public opinion of county-level governments.According to the framework of "latent-outbreak-response-calm",it is found that there are the following problems in county-level government’s response to public opinion crisis: In terms of response consciousness,the awareness of learning from the experience and lessons of similar events is poor;In the response mechanism,the passive response is more,the pre-examination ability is insufficient;In the means of public opinion control,the early warning ability is insufficient,and the control means are rough.In view of the above problems,county-level governments should build public opinion crisis disposal mechanisms in both long-term and emergency aspects.In terms of long-term preparation for public opinion response,they should correctly understand the relationship between the government and the people in the new era and the actual needs of social governance.At the same time,they should improve the public opinion accountability and coordination mechanism and build an orderly network ecological environment.In the case of sudden public opinion,it should start from three aspects:clear type,classified disposal,face up to public opinion,active response,up-down linkage,and information sharing,clearly respond to the department,grasp the response time,response attitude,control means,media selection and other factors to quell public opinion as soon as possible.
