| As grassroots institutions set up by city governments and government agencies to operate at the local level,urban street offices reach out to the masses and support bottom-up decision-making,which is essential for the effective functioning of the entire work chain.With the deepening of reforms,decentralization has been promoted,many jobs are managed locally,and the content and nature of work has changed significantly compared to the past.The long working hours and heavy workload have gradually led to physical and mental exhaustion and overwork among civil servants,and more and more grassroots civil servants are experiencing burnout.In particular,the lack of salary and welfare protection compared with senior-level departments leads to their psychological imbalance,which in turn triggers burnout.This paper takes the grassroots civil servants in the street offices of Y city as the research object,based on the definition of three key concepts.Grassroots civil servants,street office and burnout,combining the results of domestic and foreign studies based on hierarchy of needs theory,two-factor theory and resource conservation theory,and using questionnaire survey method,literature analysis method and interview research method to analyze the basic situation of grassroots civil servants in Y city street office and the current situation of burnout and find out the main factors that cause their burnout problems.The problems faced at the individual level include the lack of individual expectations and reality,lack of career planning and poor self-emotional regulation;the problems faced at the organizational level include the lack of reasonable training system,promotion system,salary system and good working atmosphere;the corresponding problems at the social level are the lack of positive propaganda and effective two-way communication channels for grassroots civil servants;the problems at the professional characteristics level are work The problems of professional characteristics are boring and repetitive content,heavy workload and poor working environment.By summarizing and analyzing the problems faced by the grassroots civil servants in Y city street office,we analyze the relationship between emotional exhaustion,dehumanization,personal ineffectiveness and various factors,and propose countermeasures to alleviate burnout from four levels.The countermeasures to alleviate burnout at the organizational level include: improving the promotion,training and salary systems,creating a good working atmosphere and reasonably assigning work contents;the countermeasures to alleviate burnout at the social level are: strengthening positive publicity and smooth two-way communication mechanism;the countermeasures to improve burnout at the occupational characteristics level are: reducing workload,carrying out job rotation and improving working environment,etc. |
