In this era of information explosion,higher education is not the only way to acquire knowledge.With the development of social diversity,various aspects of social life require vocational and technical talents.To maintain national competitiveness,countries around the world are strengthening vocational education and striving to improve its effectiveness.Only high-quality education can cultivate outstanding citizens and make a country prosperous and strong.The quality of vocational talents has become a key factor in determining the victory or defeat of a nation,making vocational education increasingly important.China began to learn Western technology and cultivate technical talents through vocational education since the Self-Strengthening Movement.The promulgation of the "Vocational Education Law" in 1996 marked the formalization and institutionalization of vocational education in China.The newly revised "Vocational Education Law" promulgated on May 1,2022 is the first major revision of the law in more than 20 years,which also means that the legal system of vocational education has entered a new stage of development.Kazakhstan is an important partner of China’s "Belt and Road" initiative.Comparing the vocational education legal system of Kazakhstan with that of China is mainly based on the following reasons: First,Kazakhstan and China have deep roots in the field of education.In the last century,both countries borrowed the education system and policies of the Soviet Union.After the disintegration of the Soviet Union,Kazakhstan actively learned from the West,while China continued to explore its own education system with Chinese characteristics.After entering the new century,the two countries took different development paths.Second,as the leader of the "Central Asian Five",Kazakhstan is ahead of the other four countries in terms of economy and politics.Studying the vocational education system of Kazakhstan,comparing and analyzing the advantages and disadvantages of the vocational education legal systems of both countries,provides suggestions for educational cooperation and integration between China and Kazakhstan,as well as other Central Asian countries.This article is divided into four parts: the first chapter reviews and summarizes the development of vocational education legal systems in China and Kazakhstan;the second chapter compares the legal system construction of vocational education in China and Kazakhstan,focusing on legislative principles and the education system perspective of the vocational education legal system construction in both countries;the third chapter compares the content of the vocational education legal system in China and Kazakhstan,analyzing their respective characteristics from the perspectives of management,school,teacher,and student systems.Finally,the fourth chapter objectively evaluates the development and achievements of vocational education legal systems in both countries through comparison,and provides suggestions for the development and cooperation of vocational education between China and Kazakhstan in the future "Belt and Road" initiative.
