In the report of the 19 th CPC National Congress,it was clearly stated that we should vigorously identify and reserve young cadres,pay attention to the training and training young cadres at the grass-roots level and in places where difficulties and hardships exist,and constantly select and employ outstanding young cadres who have passed the test of practice.From the perspective of the state,training and selecting young cadres is related to the sustainable development of the country,the reform of the cadre personnel system and the construction and development of the cadre team;From the perspective of Hengshui City,in theory,summarize the experience of training and selecting young cadres in Hengshui City;In practice,further strengthening the strength of the training and selection of young cadres in Hengshui City is conducive to strengthening the construction of Hengshui City cadres and promoting the high quality development of Hengshui City's economic and social.This paper adopts the methods of literature research,social investigation and causal analysis,and has a comprehensive understanding of the overall situation of the work of young cadres in hengshui city through questionnaires and data collection.On the basis of the definition of young cadres,training and selection,and the combination of old,middle and young people,the theory of scientific talent,leadership theory,and competence theory are combined.It focuses on the important practices and achievements of Hengshui City's young cadres in improving the talent reserve,strengthening learning and training,strengthening practical exercise,and tightening supervision and control.This paper puts forward the main problems such as the relatively single source of the work of young cadres,the emphasis on selection and light training,the lack of continuity in the training and selection policy and the mechanism for reserving and using young cadres is not sound enough.Then it analyzes that the main reasons of the problem are that the training system is not scientific,the selection mechanism is not perfect,and the responsibility mechanism is not perfect enough.Finally,according to the actual situation of Hengshui City,according to the root causes of the problem,the author puts forward countermeasures and suggestions from three aspects: training,selection,and responsibility mechanism,so as to further promote the training and selection of young cadres in Hengshui City,and train and select a large number of outstanding young cadres for Hengshui City.We will create a team of young cadres with a wide range of sources,a sufficient number,a reasonable structure,and excellent quality.
