| In the report of the 20 th National Congress of the Communist Party of China,it is pointed out that the social governance system should be improved,the social governance system of co-construction,co-management and sharing should be improved,the grassroots governance platform of grid-based management,refined services and information support should be improved,the urban and rural community governance system should be improved,and conflicts and disputes should be resolved at the grassroots level and in the bud in a timely manner.Grid-based governance is an important means of innovative social governance,and the implementation of grid-based governance is in line with the main requirements of the Communist Party of China for the modernization of the country’s governance system and governance capacity,which can realize the improvement of social service management and help people integrate into social life faster and better,and is also an important means to realize the government’s comprehensive integration of resources,improve efficiency and accelerate the transformation of social service management capacity.However,at present,grid-based governance is only at the most preliminary stage of development and application,and there are many bottlenecks,including the mixed quality of grid members,the insufficient self-governance ability of communities,the solidified interest pattern of the government,and the low participation of residents.These are the outstanding problems that restrict the development of grid-based governance.q street is located in the urban-rural interface area,with both new urban communities and village conversion communities,and belongs to a relatively complex governance environment,through a systematic study of grid-based governance issues in q street,it can provide new ideas and references for grid-based governance in the complex situation of the urban-rural interface area,therefore,it has high theoretical significance and practical It is of high theoretical significance and practical value.This paper mainly adopts the specific methods of survey research,literature analysis and comparative research,through actual survey research,reading Chinese and foreign literature,as well as reference to existing excellent experience and practice,taking Q street in Jinan City as an example,to conduct a detailed and in-depth study of the important and difficult problems in grid-based governance at the present stage,the specific causes of the problems and countermeasure suggestions.This paper consists of six chapters.The first chapter is the introduction,which mainly explains the significance and background of the study,reviews and compares the relevant studies on grid-based governance at home and abroad,and explains the research method and structural framework of this paper,and presents the relevant innovations and shortcomings.The second chapter defines the concepts and theoretical foundations,defining three core concepts,specifically community and community governance,grid and grid-based,and grid-based management and grid-based governance,so as to clarify the research object,and explaining the three theoretical foundations,with seamless government theory,refined management theory and collaborative governance theory forming the theoretical foundation of the paper.The third chapter is to study the concrete practice of grid-based governance in Q Street,and to explore the operational effectiveness,operation mechanism and innovation exploration of its implementation.Chapter 4 is to explain the problems of grid-based governance in Q Street,which is mainly based on the research foundation of Chapter 3.Chapter 5 is to analyze and compare the grid-based governance in typical representative areas of China,summarize and refine the methods and characteristics of the grid-based governance model in typical areas,and provide experience reference for optimizing the grid-based governance of Q street in the later paper.Chapter 6is based on the analysis of the first five chapters,and proposes effective countermeasures and suggestions for continuing to optimize the grid-based governance of Q Street. |
