| Grassroots civil servants are the most basic group to practice and serve the masses,and are the most solid guarantee for the implementation of national policies Scientific pay system of grassroots civil servants is an objective evaluation of the work value of grassroots civil servants and an important basis for the modernization of grassroots governance.The improvement of the pay system of grassroots civil servants can enhance their work initiative and creativity to a certain extent.The standardization and scientization of the grass-roots civil service salary system is essential for the advancement of the grass-roots civil service team,as well as the continual enhancement of the working efficiency of the grass-roots government.The grass-roots civil service system,which is scientific and reasonable,will have a profound effect on the work quality of these civil servants,thus stimulating their human capital potential.The grass-roots civil servants’ compensation system has been confronted with fresh difficulties and prospects due to the ongoing grass-roots governance efforts.Exploring the compensation system of grass-roots civil servants could bring about more profound and distinctive scholarly studies at this juncture.As an illustration,this paper examines the salary system of civil servants at the grassroots level in Tonghua County.Analyzing the salary system of civil servants at the grassroots level,it draws upon the advanced experience of other domestic locations.Proposals and countermeasures to enhance the remuneration system and the handling of civil servants at the grassroots level are put forth.Divided into six sections,the entire text comprises an introduction,related concepts and basic theories,a review of the current state of the salary system of grassroots civil servants in Tonghua County,an examination of the current issues and causes of this system,references from other Chinese regions,and proposals and countermeasures for reform.After consulting pertinent materials and conversing with 20 grassroots civil servants,the paper conducted a questionnaire survey on 110 grassroots civil servants,presented a realistic backdrop of the salary system’s enhancement,studied both domestic and international research,and expounded on the theories employed,using Tonghua County as a model to compile,evaluate,summarize,and compile some fundamental data.At present,grassroots civil servants are generally paid too little to make ends meet and cannot improve the quality of life,so there is a large number of brain drain,grassroots civil servants lack of phenomenon and other issues have been identified.Drawing upon the knowledge of other developed areas in China,this proposal proposes the proper guiding ideology: people-oriented,more work,price compensation,and a combination of both positive and negative incentives.Enhancing the assurance of the wages of grassroots civil servants,hastening the authorization of the salary system and executing the salary survey system;these are the steps to be taken.Strengthen and standardize the implementation of welfare subsidies,while enhancing the exit system for grassroots civil servants.Optimization of the salary structure through scientific means,a reasonable adjustment of the proportion,detailed internal job classification,and a blend of assessment and performance pay-all of these are necessary. |
