In order to catch up with the pace of the country’s transformation, the effect of the local government in our country is also adjusted with the reformation. The liability of the grassroots civil servants also transform with the reform of government functions.The status of the grassroots civil servants in our country’s administrative management system is more and more important. But officials in basic level governments face different social problems. Examination system is not perfect, the salary is not reasonable and promote is difficult all strike grassroots civil servants’ enthusiasm.Even some choose to give up the golden rice bowl, to seek job opportunities. Watch the structure of China’s civil service system, system is generally a pyramid structure,the more high level has less people but huge power, more lower level has more people but less power., thus seriously inhibit the under the work enthusiasm of the under executive people. As a result, the enthusiasm of grassroots administrative staff has been severely inhibited. In this way, we can not help to ask where is the warmth and drive of grass roots civil servants in China? In this paper, the incentive system innovation of basic level servants is made up of six parts, which are performance,wage, promotion, rewards and punishment, train and retirement. After the analysis of problems of basic level servants in these six parts, this part puts forward how to solve and improve the incentive and security system combine the characteristics of grass roots civil servant in our country.Though the paper analyses and the comparative research method to analyze how to solve and improve incentive system of grass roots civil servant. It is mainly from four aspects:Part one explains the function and background of the paper and analyzes the theoretical significance and practical significance of the innovation of incentive system of the basic level civil servants. Meanwhile, it also introduces the existing theory, peculiarity and shortcomings of other scholars on this issue, the paper ideas and ways of this thesis, and the innovation and shortcomings of the thesis.Part two discusses the dimension and development of incentive system of grassroots civil service in China, mainly from six aspects of performance, salary,promotion, rewards and punishment, training and retirement.The third part analyzes the problems of incentive system of the basic level civil servants in our country. Through analysis the factors that impede the ardor of the basic level civil servants to improve the incentive system of grassroots civil servants in China.In the fourth part, it analyzes the importance of the establishment of the incentive system in line with the characteristics of the grass-roots civil servants and propose the effective ways and methods to improve the incentive system of grass-roots civil servants.Through perfecting the performance, salary, promotion, rewards and punishment,train and retirement, which has vital theoretical and practical meaning to stimulate the enthusiasm of the executive staff, improve the government efficiency and improve the executive power.
