The establishment and improvement of the grassroots civil servant incentive mechanism is one of the most basic ways for the government to enhance its management capacity and efficiency.It is an important way to strengthen the township government's management of grassroots civil servants and improve the positive and creative work of civil servants The At present,China's rural civil service incentive mechanism in the construction of some of the results,but there are still similar management,decentralization,there is no good and effective monitoring mechanism and other issues,did not achieve the desired effect,which is ultimately because there is no To establish a highly effective incentive mechanism.An efficient and effective incentive mechanism can not only enhance the positive initiative and creativity of civil servants,but also promote the construction of civil servants,improve administrative efficiency and promote the transformation of government functions.This paper first introduces the basic situation of the age structure,educational structure and salary level of the civil servants in Shigu Town,and analyzes the attitude of the civil servants' job satisfaction,salary satisfaction and the incentive mechanism such as the appraisal mechanism and salary incentive As well as the views,so as to further the Shijie town to take the civil service incentive system to sum up the problems.The study found that the problems in the incentive mechanism of Shigu Town mainly include two aspects,namely,the incentive concept and the incentive system.The main problem in the idea of motivation is the prevalence of "egalitarianism",which is fairness,whether it is remuneration or promotion,which restrains the confidence of civil servants in their progress and progress.The main problems in the incentive system include the unreasonable evaluation system,the internal and external system of salary system is not fair,the training is insufficient,the promotion space is narrow,the incentive means is single and so on.Theresearch found that the cause of these problems is mainly due to the lack of scientific incentive ideas;incentive material shortage,including material incentives and spiritual incentives;the impact of the external environment and civil servants of public servant consciousness is not strong,lack of hardship,dedication and dedication.According to this,this paper puts forward some suggestions and solutions to improve the civil servant incentive mechanism in Shijie town of Gaozhou City.The countermeasures and suggestions are as follows: First,the idea of innovation and incentive,from the concept of harmony,fair concept,goal concept,Incentive incentive system and other innovative ideas,to provide a good incentive for the development of space;the second is to reform the incentive system,including the establishment of a fair assessment incentive system,the establishment of a fair pay system,the establishment of targeted training incentives and the creation of multi-channel The promotion of incentive system,etc.,to improve the incentive mechanism to provide institutional protection;Third,the use of multiple incentives,including the combination of materials and spirit,positive and negative incentives to share,to help them rational career planning,and gradually guide their self-motivation,and so on Improve the efficiency of civil servants;Fourth,optimize the external environment and system,implement the central development of personnel reform system,and further improve the civil service supervision system.The results of this paper have certain realistic value for improving the overall level of the civil service,improving the working efficiency and serving the masses.
