On The Construction Of New Urban-rural Relationship In Hunan

The urban-rural relationship is one of the important relationships in the development of human society,and its changes greatly affect the level of social development.However,at present,China ’s urban and rural regional development is not balanced,the income gap is large,the relationship between urban and rural areas can not meet the requirements of the development of market economy and other issues still exist.The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China(CPC)proposed that “ the strategy of rural revitalization should be fully implemented,and industrial and agricultural subsidies should be strengthened,and urban areas should be used to guide rural areas,so as to promote the formation of a new type of industrial and agricultural urban-rural relationship with mutual promotion,urban-rural complementarity,coordinated development and common prosperity.This provides a fundamental follow-up and action guide for the development of new urban-rural relations in China at this stage.By promoting the adjustment of economic structure,the improvement of institutional mechanism and the rational allocation of urban and rural resources,a new type of urban-rural relationship with mutual benefit,mutual support and mutual promotion is formed to promote the construction of a socialist modernization power with Chinese characteristics.Hunan is located in the south-central China,is the country’s agricultural province,food province.In recent years,the rapid economic development of Hunan Province,urban and rural construction has been fruitful,but overall,the development of urban-rural relations in Hunan Province is still in its infancy.Deeply understanding the current development of urban-rural relations in Hunan Province,breaking the dilemma faced by the development of urban-rural relations,and building a new type of urban-rural relations are important points to promote the high-quality development of Hunan economy in the future.Based on the basic guidance of Marxist theory,this paper defines and summarizes the relevant concepts and classical ideas of urban-rural relationship,expounds in detail the basic concepts of ’urban-rural definition,urban-rural opposition,urban-rural integration and poverty alleviation,rural revitalization strategy,common prosperity,new urban-rural relations involved in urban-rural relationship in China,and combs and summarizes the relevant theories of Marxist urban-rural relationship thought and western scholars.On this basis,this paper studies and analyzes the sinicization development process of Marxist urban-rural relations thought and the ideological theory formed by successive leaders of new China in the practice of developing urban-rural relations.Then take the question as the guidance,the analysis obtains Hunan Province in recent years in the urban and rural relations development process existence’ the urban and rural residents income disparity is big,the region develops unbalanced;urban and rural resource allocation is not balanced,all kinds of factors one-way flow;urban and rural infrastructure and public services are unequal;ecological destruction in the process of urban and rural construction,green development concept is not strong and other major issues.Also affirmed the progress made.Finally,based on the theoretical basis and development status,this paper puts forward the important principles that should be followed in the construction of new urban-rural relations and the macro countermeasures for Hunan Province to construct new urban-rural relations.
