Study On Social Stability Risk Assessment Index System Of Land Expropriation

With the implementation of the new land management law,the social stability risk assessment of land expropriation has further clarified its rigid position at the legal level,and the adjustment of policies has promoted the growth of social stability risk assessment of land expropriation.However,the defects of the early land expropriation social stability risk assessment index system in the practice of stability assessment have also been gradually enlarged.Problems such as the lack of consideration of emerging risks in the index system,the weak theoretical basis of index construction,the single opinion subject of index selection and the low degree of quantification of indicators have affected the optimization of stability assessment effect,and it has become a roadblock for the scientific and effective development of land expropriation stability assessment.Facing this dilemma,based on the three element framework of social combustion theory,this paper creatively puts forward the "risk assessment model of the whole process of land expropriation based on social combustion theory" by embedding the perspective of the whole process theory.The study conducted a questionnaire survey on three types of subjects including experts and scholars,government staff and staff of social stability risk assessment company in the form of matrix scale.Through the mean value analysis and reliability and validity test of 316 valid sample data,the study finally established a set of 3 primary indicators,13 secondary indicators,41three-level indicators constitute the land expropriation social stability risk assessment index system,and comprehensively use AHP analytic hierarchy process and entropy method to further calculate the weight value of indicators at all levels of the index system.Under the guidance of the research theoretical framework,this paper successively matches the corresponding key stability evaluation indicators for the three stages of land expropriation projects,and realizes the dynamic and systematic scientific and accurate evaluation of the whole process of land expropriation projects.Through the renovation and iteration of the existing land expropriation social stability risk assessment index system,the research further enhances the applicability of the assessment index to the current land expropriation work,and provides useful reference and practical suggestions for continuously improving the effect of land expropriation social stability risk assessment.
