| The issues of agriculture,rural areas and farmers are fundamental issues related to the national economy and people’s livelihood.With the in-depth advancement of the rural revitalization strategy,the majority of farmers have higher expectations for the development of the rural economy and the improvement of the agricultural industry.Therefore,it is necessary to make full use of scientific and technological means to ensure food security,cultivate high-quality varieties,transform traditional industries and promote green development.As the agricultural technicians directly participating in rural revitalization,it is of essential significance how we can make better use of their professional skills to make new and continuous breakthroughs in variety cultivation,technical research,model innovation,etc.,so as to accelerate transformation and application promotion of agricultural scientific and technological achievements,boost the technical content and integral level of agricultural industry,stimulate the upgrading of agricultural industry,rural progress and farmers’ development.Being a traditional agricultural county,Xuanhan County has always been attaching great importance to the construction of agricultural technicians and their functional performances.To upgrade agricultural technicians’ professional levels and stimulate their active creativity,Xuanhan County has carried out a series of incentive policies,from aspects like eliminating identity limitation,profit sharing,achievement assessment,etc.But despite this,problems like low level of active participation,unremarkable creation achievements,low contribution of science to agriculture,etc.,still exist in the innovation work of agricultural technicians in the county.Therefore,based on the classic theories such as "two-factor theory" and "technological innovation theory" and literature review,questionnaire measurement,as well as interviews,this paper which is built on the incentive status of agricultural technicians’ creation performances and driving status of local agriculture,starts a systematic analysis about the existing problems in the current incentives policies.The reasons behind the problem are mainly related to the deviation of the understanding of the connotation of the incentive mechanism,insufficient consideration of the formulation of incentive measures,insufficient understanding of incentive goals,insufficient implementation of incentive policies,and insufficient optimization of the implementation environment of the incentive mechanism.In order to consolidate the existing achievements,continue to stimulate the innovative behavior of agricultural technicians,accelerate the transformation of agricultural scientific and technological achievements,and promote the upgrading of local industries,county-level governments and industry authorities should adhere to the people-oriented concept so that they can optimize current mechanism from establishing a people-oriented incentive system,a support system where the government coordinates and participates,a scientific and reasonable assessment system,and a flexible and efficient security system,and take effective measures to ensure the smooth implementation of the relevant system.By optimizing the existing incentive mechanism,we hope to better stimulate the innovation vitality of grass-roots agricultural technicians,thus providing useful reference for county-level governments and related departments in other regions when they try to strengthen the construction of agricultural science and technology personnel and improve the quality of public human resources management and the development of local agricultural industries levels. |
