Causes Of Land Disputes And Countermeasures In Taishan District,Tai’an City

Land disputes are the result of sharp contradictions in the process of land use.With the acceleration of industrialization and urbanization,the scale of land transfer between urban and rural areas has expanded,and the disputes caused by land have become increasingly prominent.As land disputes involve the sensitivity,complexity and diversity of land issues,the increase of land disputes is not conducive to the effective use of land resources,affecting the improvement of the grass-roots governance environment,become an important factor affecting social stability and rural revitalization.However,land disputes are affected by many factors,such as national law and policy,social environment and the difference of local economic and social development level.Therefore,it is of great theoretical and practical significance to study land disputes and explore effective ways to resolve them.Based on the analysis of literature,interviews and questionnaires,statistical analysis and Logistic regression analysis,this paper examines the legal basis and basic mechanism of land disputes,taking Tai’an Taishan District,Tai’an City as an example,this paper analyzes the present situation,space-time characteristics and causes of land disputes,and puts forward some countermeasures on the basis of the intention of resolving the disputes and the problems existing in the process of resolving the disputes,in order to explore a feasible way for the work of resolving land disputes.The main research contents and results are as follows:(1)The characteristics of land dispute types and resolution mechanism were studied.This paper summarizes the main types of land disputes,analyzes the characteristics of land disputes,combs the spatial and temporal characteristics of China’s land disputes and the resolution mechanism.The types of land disputes in our country mainly include land expropriation disputes,demolition and resettlement disputes,homestead disputes and agricultural land circulation disputes.(2)The present situation and space-time characteristics of land disputes in Taishan district are clarified.From 2011 to 2020,the number of land disputes in Taishan district showed a trend of rising first and then a stable high.The land disputes in Taishan district are characterized by obvious spatial heterogeneity,with fewer in the middle and concentrated in the surrounding areas,especially in the northern,southern and eastern towns,with the level of economic and social development,land use environment and population structure and other factors.The typical cases of land disputes in Taishan district have certain regional characteristics.(3)The causes of land disputes in Taishan district are analyzed.The main reasons for the increase of land disputes in Taishan district include the influence of Urban village and rural revitalization strategy,the change of land market value,historical problems and the unsatisfactory effect of legal popularization.(4)Analyzing the willingness of resolving land disputes in Taishan district.A questionnaire survey and Logistic regression analysis were used to analyze the willingness of Taishan District,Tai’an City residents to resolve land disputes.The results show that people prefer to solve land disputes through“Administrative” means.This places new demands on the administrative capacity of grass-roots land management and dispute resolution staff in Taishan District,Tai’an City.(5)The problems existed in the settlement of land disputes in Taishan district were studied.The non-litigation dispute resolution is not working well,the grass-roots administrative staff is lack of professionalism,the grass-roots rule of law needs to be strengthened,and the effect of mediation organizations is not obvious.(6)Put forward the countermeasures to resolve the land disputes in Taishan District.In order to improve the efficiency of land dispute resolution in Taishan District,.In the future,measures should be taken to improve the actual effect of non-litigation dispute resolution entity,to strengthen the professional construction of grass-roots cadres,to strengthen the level of the rule of law,and to attach importance to the construction of mediation organizations.This paper studies the status quo,space-time characteristics,causes,existing problems and resolution intention of land disputes in Taishan District,and puts forward countermeasures.The results can be used for reference to effectively resolve land disputes,improve the efficiency of land management and promote social stability and development in Taishan district in the future.
