Study On The Problems And Countermeasures Of The Reconstruction Of Shantytowns In H City Of Shandong Province

The renovation of rundown areas is a project to improve people’s livelihood and support their people.It is a renovation plan launched by the Chinese government in order to renovate dilapidated old urban housing and improve the housing conditions of poor families.In 2007,the Chinese government clearly attached importance to the housing problem.In 2013,premier wen jiabao of the State Council pointed out at the executive meeting of the State Council that shanty towns should be renovated to improve people’s livelihood and promote economic development.The renovation of shanty towns can speed up the solution to the housing problems of people in contiguous areas,such as poor urban living environment,poor supporting infrastructure,and inconvenient transportation.It is of great significance to improving the quality of life and ensuring people’s livelihood.The reconstruction of shanty town is also a development project.Through the implementation of the reconstruction of shanty town,it can not only promote the digestion of housing stock,increase the construction investment and promote economic development,but also promote the transformation of government functions and improve the public service capacity of the government,contributing to the construction of a harmonious society.In recent years,the renovation of shanty towns has attracted increasing attention from the society.Whether the renovation can be completed smoothly with both quality and quantity is the key to the smooth operation of the project of people’s livelihood in China.The study on the experience and predicament of the local government’s shanty reconstruction can,to some extent,supplement the theoretical content of the urban shanty town reconstruction,optimize the urban shanty town reconstruction project,and provide scientific theoretical basis for the long-term sustainable development of the city,which is of great significance to further promote the research process of the urban shanty town reconstruction.In accordance with the policy of "government purchase of services,continuous development,comprehensive development and currency settlement",H city’s shantytown reconstruction innovatively combines the local settlement mode and the locally-monetized settlement mode to effectively promote the shantytown reconstruction.However,there are also some problems in the reconstruction of shanty towns in H city,such as poor communication between shanty renovation residents and the government,the shanty renovation residents who are satisfied with their original living environment,the compensation can not guarantee their actual needs,the supporting infrastructure and public service facilities are backward,and the capital gap is large.Through in-depth analysis of the problems,it is found that the reasons for the above problems in the reconstruction of shanty areas in H city are poor policy publicity,strong local complex,difficult employment and low employment skills of the demolition objects,poor planning,scattered site selection,complex approval procedures for the government to apply for reconstruction funds,and single financing channels.Study found that in order to solve the existing problems,the H city should stick to the theme of government leading,market construction,make policy propaganda work,develop community culture,perfect the shantytown reconstruction after residents moved again,take more measures to improve the social security system construction employment,multi-angle move environment and perfect supporting facilities,broaden the sources of funds through multiple channels.
