| In accordance with the relevant provisions of the Doha Agreement,on April 14,2021,when US President Joe Biden announced that the withdrawal of US troops in Afghanistan would begin on May 1,the Afghan Taliban immediately launched an allout offensive in Afghanistan.On August 15,2021,the Afghan Taliban took control of the presidential palace in Kabul,the capital of Afghanistan,and announced the restoration of the "Islamic Emirate of Afghanistan" on August 19.On the evening of August 30,the last American troops left Afghanistan,marking the end of the U.S.presence in the country.After 9/11,the United States launched the Afghan War under the pretext of "antiterrorism" and successfully realized its military presence in Central and South Asia.Despite this,the United States still did not get rid of the "graveyard of empires" in Afghanistan,and its development trend in Afghanistan was on the rise and on the decline.The Afghan War lasted for 20 years,becoming the longest and most expensive war in the history of the United States.Although successive American governments developed different Afghan policies with different priorities,their effects were very limited,and the domestic situation in Afghanistan was not really improved and alleviated.The reconstruction policy of Afghanistan with hegemonism and power politics was doomed to be unpopular.This paper argues that the US has lost more than it has gained in the past 20 years of its troops in Afghanistan,which is mainly reflected in the fact that the terrorist organizations in Afghanistan have increased rather than decreased,the terrorist forces and activities have expanded,the reconstruction policy has not achieved the expected effect,the "democratic regime" established by the US has collapsed rapidly under the offensive of the Taliban,the domestic economy in Afghanistan has not been effectively improved,and the humanitarian situation is grim.The "shoestring" withdrawal has damaged America’s international credibility.Ultimately,there are still many problems in the attitude and methods of the United States to fight terrorism.The United States does not understand the national conditions of Afghanistan,ignores its consistency in the process of implementing its Afghan policy,and lacks necessary supervision mechanism.The withdrawal of American troops from Afghanistan also indicates,to some extent,the decline of American national power and the predicament of American liberal hegemony,and the end of the era when the United States reformed other countries through large-scale military actions. |
