| With the rapid development of information architecture in contemporary society,digital government has entered our lives.In the Fourth Plenary session of the 19 th Central Committee,the fifth Plenary Session of the 19 th Central Committee of the requirements of "through the use of the network,big data,artificial intelligence and other technical means to achieve the administrative management,the need to establish a sound administrative system standard.We will strengthen the construction of digital society and digital government,and improve the digital and intelligent level of social governance and government affairs related to public services." In the "14th Five-Year Plan" emphasized "strengthen the construction of digital government construction,digital technology is applied to government management.We will strengthen the construction of intelligent courts.We will encourage social forces to participate in’Internet Plus public services’ and innovate service delivery models and products." The report of the Party’s 20 th National Congress called for "accelerating the construction of a cyber power and a digital China." At the same time,the Guiding Opinions of The State Council on Strengthening the Construction of Digital Government put forward the implementation of "Internet plus grassroots governance" action to improve the smart management capacity of the grassroots.In this context,under the guidance of a wide range of information technologies,led by big data,blockchain and 5G communication technologies,the development and application of information technology is gradually being integrated into people’s lives.At the moment,our country is in an information society.Information technology has expanded in various fields,the transformation and upgrading of information technology and human material and spiritual life are closely related,and the social production management system,the allocation of economic resources and the political and social governance fields have undergone profound changes.Based on the above background,this paper takes the platform information sharing behavior in the execution of civil cases of Chengguan District People’s Court as the research object,uses the comprehensive theoretical framework of collaborative governance to construct the theoretical analysis framework of system context,driving factors and collaborative governance system from three dimensions,and collects data through field investigation,interview and other methods.This paper summarizes the status and effectiveness of information sharing on the Lanzhou Chengguan District People’s Court platform.Guided by a theoretical analytical framework,it summarizes existing problems in the quality of information sharing on platforms,such as the imbalance of resources for collaborative information sharing on platforms,the lack of incentive mechanisms for collaboration,and the mismatch between collaborative governance models and actual needs.Then,it applies a comprehensive analytical framework for collaborative governance.The causes of the problems are analyzed in terms of the dimensions of the system situation,drivers,and collaborative governance systems.Finally,combined with the actual situation of basic courts,countermeasures such as improving platform information resource allocation,strengthening incentive and restraint measures,optimizing platform information resource management mode according to demand are proposed to improve the quality of platform information sharing,in order to provide some enlightenment for improving the quality of information sharing of basic courts. |
