Preliminary Discussion On The Abilities Of Civil Servant

Civil servants, the concrete performer of government function, play an important role in formulating policy, organizing, coordinating and controlling the national administrative management. During the important era of building harmonious society in an all-round way, the government has a great responsibility of building a group of high quality and specialized national civil servants. It's a pledge for the human resources. The ability of civil servants is one of the focuses and hot issues of human resources exploration and administration. Further study on the ability of civil servants has a positive and practical significance for building of high quality civil servants.The talents are the crucial factor for the development of the economy and society. One who owns and keeps a large group of high quality talents will succeed in the rivalry. The improvement of the civil servants' ability is the core of the legal, construction of the civil servants team, the necessity of strengthening the capability of the party to be in power and promoting the political civilization construction and one of the government administrations. To understand the civil servants' ability correctly and improve it is of great importance in the national strategy of building a strong and prosperous country.However, the present construction about the civil servants' ability is not very good, and there are still some thorny problems which affect the progress in the government administration and management and slow down the step to build a new public services government. So there is no doubt that researching and going deep into civil servants ability will be a great theory and of practical significance. Therefore, based on the current theories, the writer of this paper puts forward his opinion on the defects of the ability construction in order to improve the theoretical system of civil servants' ability and hence the ability of civil servants. This paper puts forward suggestions on the improvement of such ability based on the classification of the nine common abilities of civil servants. It can be divided into five parts.The first part is a survey which defines the civil servants, introduces briefly the civil servant system and preliminarily discusses the role civil servants play .This part lays a foundation for the research on the civil servants' ability.The second part describes generally the theory connecting the civil servants' ability and summarizes government's requirements on it.The third part compares the present study of civil servants ability construction at home with that of abroad, and analyzes the problems existing in our research. Starting from the macro-working condition of the civil servants, this part illustrates the abilities that the civil servants should possess.The fourth part illustrates the importance of civil servant ability improvement and the experiences that have been achieved.The last part gives some experimental discussion on the 9 methods of civil servant ability construction.In the competition of comprehensive nation power in the knowledge and economy era, the promotion of civil servant's ability help China widen the space of its development, grasp the opportunity and therefore be in a favorable position in the competition. The promotion also help China keep pace with the development of the time and succeed in the construction of modernization and meanwhile benefit the progress of the society in an all round way.This research paper lays a foundation for the improvement of civil servants' ability and meanwhile provides an effective method of the research on the ability of civil servants, a special group in the society.
