| The Fourth Plenary Session of the 19 th Party Central Committee proposed "building a community of social governance in which everyone is responsible,everyone participates and everyone enjoys".As the cell of urban society and the bearer of various social resources,the community is the link between individuals,families and society.Therefore,community governance has become an important foundation of social governance.With the promotion of community governance by the state and the deepening involvement of community foundations in the community,they are seen by the government and industry experts as a key force in improving community governance.However,as community foundations are still in the initial exploration stage in China,although they have achieved some success in community governance,they still face many dilemmas in their operation,which seriously affects the value of the organisation.The reason why this paper takes government-led community foundations as the object of study is that government-led community foundations account for more than 90% of the total number of community foundations in China,and they have certain institutional and management advantages compared to other types of community foundations.However,the emergence of new things inevitably brings some problems,and in order to better improve and enhance the effectiveness of community foundation participation in community governance,it is urgent to study the operational dilemmas of government-led community foundations in depth.The thesis as a whole is divided into five parts.Chapter 1,the introduction,provides an in-depth analysis of the background significance of this research,the current situation of domestic and international research,and clarifies the research ideas and methods of this paper.In Chapter 3,the case analysis section,the thesis analyses the operational model,characteristics and functional positioning of government-led community foundations and examines the operational status,effectiveness and limitations of government-led community foundations in the context of typical cases.In the fourth chapter,based on the above analysis,the operational dilemmas of government-led community foundations in participating in community governance are mainly identified as follows: ambiguous direction and functional positioning of the organisation;inadequate supply of institutions and policies and administrativeisation of the organisation’s operation;single funding channel and lack of sustainability;lack of talents in the board of directors and inadequate professional capacity of the team;insufficient participation of external factors and weak awareness of the residents’ main body.In the final part of the article,the following suggestions are put forward for optimisation in the light of the difficulties and causes: first,clarify the positioning of community foundations and rationalise the relationship between the grassroots government and them;second,improve institutional support and policy guidance to build a solid foundation for the development of community foundations;third,cultivate and accumulate social capital and leverage social capital to help community governance;fourth,improve the foundation’s governance structure and incentive mechanism,and attract and train professional talents;fifth,build a multi-participant consultative decision-making system;and fifth,build a multi-participant consultative decision-making system.Fifth,to build a platform for consultation and decision-making among multiple entities and to arouse their enthusiasm for public welfare and charity.In community governance,it is not enough for government-led community foundations to escape from the operational dilemma on their own.Based on the first four optimisation measures,community governance needs the participation and support of the community,and it is a great challenge for government-led community foundations to connect social actors and establish a fair decision-making platform. |
