Study On The Problems And Optimization Path Of Multiple Entities Cooperative Participation In Rural Revitalization

When the countryside prospers,the country prospers;when the farmers are strong,the country is strong.The Party’s 20 th National Congress made new arrangements for comprehensively promoting rural revitalization,giving priority to the development of agriculture and rural areas,promoting integrated development between urban and rural areas,and facilitating the flow of factors of production between urban and rural areas.All these provide fundamental guidelines for the current and future development of agriculture,rural areas,and farmers.The strategy of rural revitalization is a major institutional arrangement made by the Party Central Committee in its full consideration of the primary stage of socialism and the reality of the unbalanced and inadequate rural development of our country.It is a strategic plan for comprehensively building a great socialist modernization country,which is of profound significance for saving the rural decline and decline in the new era and breaking the urban-rural dual structure.Therefore,how to integrate all forces to participate in rural revitalization,achieve high-quality development of agriculture and rural areas,and strive to create a new situation of rural revitalization coordinated by multiple entities should be an urgent problem for us to think about.The theme of this paper is the collaborative participation of multiple entities in rural revitalization.On the basis of substantial literature research,field research and interviews are conducted in several villages in A and B towns of Xiaogan City to analyze and summarize the development effects of characteristic industries,ecological environment,infrastructure and long-term mechanism.The theory of collaborative governance is used to analyze the practical dilemmas encountered by various entities participating in rural revitalization,including: the absence of offside service of township government,the absence of leadership of village party organizations,the weakness of passive autonomous participation of local villagers,the inability to drive the mobilization of new rural talents,the weak roots of social organizations and the limited development of enterprises to help rural revitalization.This paper also focuses on its deep roots: the role of township government deviation,financial power and authority mismatch;There are shortcomings in the construction of village Party organizations,and the economic impact accelerates the population outflow;The lack of villagers’ autonomous environment and the difficulty of rural economic development;The new rural sages cultural atmosphere is weak,the guarantee mechanism is not perfect;Lack of self-governance capacity and cooperation willingness of social organizations;Corporate social responsibility is not strong,rural industrial foundation is weak.Finally,the paper tries to define the role positioning of each entity participating in the process of rural revitalization,and puts forward corresponding countermeasures and suggestions from six entities,including township government,village party organization,local villagers,new villager,social organization and enterprise,in order to connect the interests of building a rural revitalization community.
