With the introduction of a fifty percent increase in the proportion of primary school students,competition for admission to regular high schools has become fiercer and is widely considered to be higher than the competition for college entrance exams.In order to promote the balanced allocation of educational resources,the state has issued a series of policies for entrance examination and enrollment,among which the implementation of the "Allocation of students " policy has achieved remarkable results,but there are still some shortcomings.Huangchuan Country in Xinyang City is taken as the investigation object,this paper comprehensively analyzed the background of the policy of “index to school” and introduces the current situation of the ordinary high school enrollment in Huangchuan County,with the method of questionnaire survey and field interviews to the relevant person in charge of department of education,teachers,students,parents,these four groups to obtain information about the policy implementation,This paper discusses the problems encountered in the implementation of the "Allocation of students " policy,the causes of the problems and the optimization path.It is found that rural and urban education resources in Huangchuan County are not evenly distributed.Compared with county middle schools,Huangchuan township middle schools have big gaps in students’ quality,teaching level,teaching management and other comprehensive qualities.There is not only a big gap between urban and rural areas,but also obvious differences between township middle schools.Huangchuan County index students accounted for the proportion of the high school entrance examination enrollment plan is 50%,index students admission score line in each middle school is not the same,the implementation of a school line,county middle school index students score line is lower than the unified enrollment of about 35 points,township middle school index students score line is lower than the unified enrollment of about 50 points.The effective implementation of the "Allocation of students" policy has alleviated the "school choice fever" of the majority of parents.There are also some problems in the implementation process: first,the implementation of the policy is lack of democracy and science,almost no consultation of teachers and students;Second,the enrollment ratio of target students is low,and it is difficult to improve the teaching quality of weak middle schools.In some schools with relatively weak educational resources,the number of students who actually reach the target score is far less than the number of quota,which leads to the waste of quota of target students and violates the original intention of the implementation of the policy.Third,there is too much disparity in the quality of high schools,and it is difficult to take into account the education fairness.The low scores of some township middle schools have brought some influence to the education and teaching of key high schools.In the long run,this may lead to the decline of the education quality of key high schools.Fourth,the propaganda of the policy is not in place.After my investigation and analysis,I summarize the four main reasons for this phenomenon: first,the investment of high school education funds is too low,and the allocation of education resources is unequal;Second,the development of education in remote area is not balanced,leading to the progress of weak middle schools;Third,the evaluation system is not perfect,the policy lacks the corresponding social supervision;Fourth,the township middle school student loss is larger,the distribution of educational resources is uneven.In view of these problems,this study believes that a series of scientific and effective measures should be taken to improve: the proportion of target students should be set scientifically and reasonably;We should adjust the investment of education funds;We will strengthen the construction of teaching staff;We should establish a sound development evaluation system;A strict policy supervision mechanism should be formulated.
