A Study On The Responsibility Of Grassroots Government In The Care Of Children Left Behind In The Hometown Of X Town

There is a special group of children in the diaspora whose parents have chosen to work abroad in order to improve family conditions,have left their children at home in the care of family and friends for reasons such as the instability of their lives abroad or the desire to educate their children in China.Children are the future of the family and the future of the country.Governments attach great importance to the group of children left behind,and in academia,a series of studies have been carried out by experts and scholars.However,there are still few researches on the children left behind in overseas Chinese townships because of the regional character and particularity of his appearance.At the same time,the government does not realize the difference between the children left behind and those left behind.At present,the government follows a set of policies and measures of ordinary children left behind in caring for the children left behind in overseas communities,so that the problem of children left behind in overseas communities cannot be solved.This article takes the children left behind in X Town as an example,through literature,interview,questionnaire and observation,respectively,from the children left behind in X Town,guardians,schools and grass-roots governments to conduct research,in-depth understanding of the current situation of children left behind in X Town and the problems of the grass-roots governments in fulfilling the care of children left behind.Through investigation and research,it is found that the children left behind in overseas Chinese townships have the problems of loneliness and isolation,lack of sense of belonging and security,"aristocracy",poor learning attitude,lack of consistency and general academic achievement due to the lack of parental care and insufficient attention from the government and schools.Township governments in charge of the care of children left behind in overseas Chinese townships have not enough pertinence,continuity,innovation and effectiveness in their work,government publicity is not strong enough to guide the participation of social forces.Based on the above findings,it is suggested that the grass-roots government can strengthen the leadership of the government,improve the functioning of the government,strengthen the responsibility of township cadres,improve the effectiveness of the government,strengthen government publicity and guidance,raise social concern,guide support for social participation and enhance social co-governance to form a joint effort to care for the children left behind in overseas communities,and care for the healthy growth of children left behind in such communities according to their characteristics and needs.
