As a product of the widespread application of information networks and digital technologies in the field of communication,new media has risen rapidly and greatly changed the media structure and the public opinion ecology.Traditional media are gradually losing their original advantages and status,and are in a difficult position to develop.County-level broadcast media are struggling and need to be reformed to cope with the challenges.In order to turn the situation around,the traditional media has been increasing their convergence with new media gradually to respond to the call of the times.Wangjiang District Converged Media Center is a county-level converged media center promoted by the central government and integrated by traditional radio and television stations and new media platforms,which is practicing enterprise management.To achieve the sustainable development of Wangjiang District Converged Media Center,and form a competitive advantage,it is necessary to stimulate the innovation of talented employees and make full use of them.Performance management is a significant tool to achieve this goal.By combing through the theories and methods related to performance management,the literature on performance management of county-level converged media center and communication media,uses literature analysis method,participant observation method and case study method,to analyze the current situation of performance management of employees who have no official personnel establishment in Wangjiang District converged media center.It is found that there exist several problems such as unscientific setting of performance goals,unreasonable performance indicators,insufficient application of performance results,and inadequate performance feedback,etc.The reasons are as follow: changes in the demand for integration more deeply and development of media,constraints by traditional systems and mechanisms,cognitive bias in performance management,and lack of professional human resource management talents.A series of improvements are proposed for this purpose,such as setting scientific performance goals,designing a reasonable performance appraisal index system,determining the implementation of performance appraisal,and improving the application of performance appraisal results.List the steps of program implementation in detail,and provide organizational,cultural,and technical guarantees for the implementation of the program.Finally,it is predicted that after the implementation of the plan,the strategic goals will be effectively implemented,the performance management will be more scientific and effective,and the quality of the staff will be significantly improved.Taking Wangjiang District Converged Media Center as the research object,improves and refines the center’s performance management of employees,hopes to improve the center’s management level,enhance employees’ motivation and sense of achievement,stimulate vitality of the center,and promote the realization of the center’s strategic goals.At the same time,hopes to provide some reference for other countylevel converged media centers to solve similar problems.
