From township tax offices to the State Administration of Taxation,the tax system has five levels of institutions that manage and serve billions of taxpayers and taxpayers,with both the "first mile" and "last mile" issues.How to lead a good team and do a good job in taxation is a major issue for tax authorities at all levels.As an important lever,performance management is imperative to optimize and improve the performance management model of tax authorities.Although performance management work is designed at the top level by the State Administration,there are differences in performance management among tax authorities at different levels.In order to better adapt to the actual situation in various regions,it is necessary to scientifically and reasonably decompose indicators,establish an effective assessment system,strive to improve the work efficiency of grassroots tax authorities,and provide reference and experience for performance management of other grassroots tax authorities.This is the focus of this study.This article takes the Changhai County Taxation Bureau as an example and uses literature research,empirical research,and survey questionnaire methods to study the performance management work of the Changhai County Taxation Bureau.In this study,combined with theories such as 360 degree performance evaluation,key performance indicator theory,and balanced scorecard,a summary is made on the problems of unscientific performance evaluation indicators,unreasonable talent allocation in performance departments,defects in personal performance management and assessment,and inadequate control of performance management processes in Changhai County Taxation Bureau.The excellent experience in performance work at home and abroad is fully referenced,Based on the current performance management situation of Changhai County Taxation Bureau,propose optimization suggestions for the performance management work of Changhai County Taxation Bureau,and improve the performance management level of Changhai County Taxation Bureau.This article focuses on the practical research of performance management in Changhai County Taxation Bureau,aiming to summarize relevant work experience and explore a performance management system suitable for most grassroots tax authorities.At the same time,we also hope to provide experience and reference for the implementation of performance management in other government departments.
