Study On High-quality Development Countermeasures Of Enshi Characteristic Towns

Characteristic town is the product of the development of new urbanization in China.It emphasizes the integration of ecology,industry and life.It is an important handgrip to promote the rural revitalization strategy and realize the new urbanization strategies.Enshi Prefecture of Hubei Province plans to build 40 characteristic towns by 2025,fully promoting Enshi Prefecture to develop rural tourism,consolidating the achievements of poverty alleviation and stepping into the fast lane of development.At present,two national characteristic towns have been built in Enshi,among which Yesanguan is the cradle of Badong’s long-standing brewing culture.As the first national characteristic town in the whole state,Yesanguan is a typical representative of characteristic towns in Enshi.Therefore,this town is taken as the main research object.Focusing on the high-quality development of characteristic towns in Enshi,this paper comprehensively applies the theories of new urbanization,polycentric governance,sustainable development,industrial agglomeration and industrial integration.This paper analyzes the key success factors(KSF)of the high-quality development of characteristic towns in Enshi from four aspects: infrastructure,policy support,economic base,characteristic culture and resource base.It is considered that there are five main problems in the high-quality development of characteristic towns in Enshi Prefecture: Unclear town characteristics and serious homogenization;Imperfect infrastructure and insufficient market competitiveness;Lack of basic elements,weak ability of external introduction and internal cultivation;Single industrial chain and limited brand effect;Traditional governance model and imperfect policy mechanism.On the basis of drawing lessons from the development experience of excellent characteristic towns at home and abroad,this paper puts forward the following ways to promote the high-quality development of characteristic towns in Enshi Prefecture: Rely on characteristic culture to create connotative business cards;Improve infrastructure and optimize resource allocation;Broaden financing channels and build a highland of talents;Plan the industry scientifically and focus on characteristic innovation;Improve the policy mechanism and innovate the governance model.
