Study On High Quality Development Countermeasure Of Characteristic Towns Of Xi’an

The concept of "characteristic town" was first proposed in October 2014.Since then,the concept has begun to rise in China.Government departments,including the Ministry of Housing and Urban-Rural Development,the National Development and Reform Commission and the Ministry of Finance,regard the concept as one of the development priorities and integrate it with the process of urbanization construction.Practical experience shows that the development of characteristic towns has driven the upgrading and transformation of the national economic system to some extent.Especially in the current process of implementing the new urbanization strategy and promoting high-quality development,characteristic towns are regarded as an effective new starting point and a new platform for practicing high-quality development.In this context,Xi ’an City,combined with the national central city construction,actively promotes the high-quality development of characteristic towns,and releases the Guiding Opinions on Accelerating the Construction of Characteristic Towns in Xi ’an to provide policy support for the development of characteristic towns in Xi ’an.However,with the overheating and deviation of the construction of characteristic towns nationwide,there are also some problems in the construction of characteristic towns in Xi ’an,which need to be corrected in time to promote the standardization level to be improved.In the research process,this paper uses literature research method,case analysis method and field research method to analyze the status quo,existing problems and causes of the high-quality development of Xi ’an characteristic towns,and provides reference for the experience accumulated in the construction process of two characteristic towns,Wuzhen in Zhejiang Province and Yuanjiacun in Shaanxi Province.And around Xi ’an to build a high-quality characteristic town development approach to explore,put forward the following five countermeasures and suggestions:First,deep cultivation of characteristic industries,excavating cultural connotation;Second,promote industrial integration,promote industrial agglomeration and upgrading;Third,strictly observe the ecological protection red line and upgrade infrastructure;Fourth,innovate the system and mechanism to attract outstanding talents;Fifth,strengthen the publicity,strengthen the external image display.After the introduction,the whole paper is divided into five parts: first,related concepts and theoretical basis,which expounds the high-quality development of characteristic towns and relevant national policies and theories;Second,the development conditions and current situation analysis of Xi ’an characteristic town,in-depth analysis of the development of Xi ’an characteristic town;Third,there are problems in the high quality development of Xi ’an characteristic town,and the causes are analyzed.Fourthly,it analyzes the successful practices of the two characteristic towns in Wuzhen and Yuanjiacun.The fifth is the countermeasures and suggestions for the high quality development of Xi ’an characteristic town,drawing lessons from domestic and foreign experience and put forward the solution path.As the ancient capital of the 13 dynasties,Xi ’an is a typical representative of big cities in Northwest China.Especially with the rapid rise of Guanzhong area with Xi ’an as the center in the national economic plate,its social and economic relations are increasingly close.The urbanization development continues to grow in the dimensions of scale,ratio and speed,and the function spillover and land saturation of the central urban area are obvious.It is more urgent for Xi ’an to realize its breakthrough development through industrial transformation and upgrading.The study of high-quality development of characteristic towns in Xi ’an can promote the interaction and correlation among various elements of urban development in Xi’an,and promote the new urbanization road of Xi ’an from a deep perspective,which is of great significance for Xi ’an to build a national central city and realize high-quality urban development.
