| Security governance requires the participation of multiple subjects.At present,security governance subjects in our country show a trend of diversification gradually,including national security governance subject,market security governance subject and social security governance subject.However,the complex social security situation requires not only the diversified structure of the main body of public security governance,but also the profound and extensive participation of the main body of public security governance,which requires the police station,as the closest public security organ to the masses,to give full play to its mobilization ability and fully mobilize the enthusiasm of the diverse subjects,especially the masses.As an important part of public security governance ability,mobilization ability solves the key problem of public security governance,namely the subject problem--"the problem of who governs".Therefore,it is very important and necessary to give full play to the mobilization ability of police stations in public security governance.At the same time,the policy guidance of co-construction,cogovernance and sharing,the tradition of mass work such as "Fengqiao Experience" and the new Internet technology provide the possibility for further improving the mobilization ability of police stations in public security governance.The mobilization ability of the police station is to promote the process of public security governance,and its mobilization ability should be oriented by the characteristics of public security governance.The characteristics of public security governance can be summarized as follows: common goal is the premise of public security governance,common identity is the basis of public security governance,common value is the bond of public security governance,and common action is the manifestation of public security governance.These characteristics determine the appropriate structure of mobilization ability in police station public security governance,including target integration ability,consensus cohesion ability,value shaping ability and action integration ability.From the perspective of capacity structure,it is found that the mobilization ability of police stations in public security governance is insufficient,and the specific problems are manifested as difficulty in target coordination,weak consensus cohesion,low efficiency in value shaping and difficult to integrate actions.These problems arise from the weak mobilization consciousness of the police,the difficulty in shaping the tight police-citizen relationship,and the lack of multiple values and institutions in a complex society.Based on this,the concrete ways to enhance the mobilization ability of police stations to promote the process of public security governance are as follows: oriented by the goal of public security governance,identify multiinterest demands,achieve multi-interest balance through the combination of material and spiritual rewards,and enhance the coordination ability of police stations’ goals;The internal and external joint efforts not only strengthen the internal team construction of the public security,but also strengthen the emotional connection between the police and the people by embedding it into daily life,so as to lay an emotional foundation for the mobilization ability of the police station.Excavate local excellent cultural accumulation,set up social organizations to reshape public values,and form a value soil beneficial to the mobilization ability of police stations;Improve the participation mechanism,smooth the channels of participation and diversified training,integrate the public security actions of the public security governance subject,ensure the effect of the mobilization ability of the police station,and realize the modernization of public security governance. |
