| Under the background of deepening public security reform comprehensively,it is urgent for public security organs to improve the quality and efficiency of police operation and the capability of synthetic combat.The function orientation of the public security intelligence command center as the police actual combat center determines that it must speed up the construction of a perfect functional system in order to comprehensively promote the reform of the public security work quality,efficiency and power.As the soul of the public security intelligence command center,the construction and development of the commander’s own capability is related to the actual combat effectiveness of the public security intelligence command center.By introducing the theory of core competence,this paper points out that the core competence is "the most critical,fundamental and important capability".Starting from the concept and characteristics of core competence,the commander’s core competence is further summarized and extracted.The four-dimensional core competence model of the commander is constructed,and based on this,it guides the construction and improvement of the commander’s core competence.In the exploration of the four-dimensional core competence model of the commander,literature research method and work analysis method were used to collect the elements of the commander’s competence,and the key event interview method was used to confirm the elements of general competence and professional competence.The dialectical relationship between the commander’s professional competence and core competence was explained by introducing the theory of core competence.The qualitative criteria of core competence identification,namely value,irreplaceability,integration and long-term,are used to summarize the commander’s core competence.It is pointed out that "intelligence research and judgment ability","command and dispatch ability","emergency decision-making ability" and "police situation control ability" are the structural elements that constitute the core ability of the commander of municipal public security intelligence command center through the combination of theoretical research and demonstration and practical demands of police reform.This not only conforms to the theoretical understanding of the basic concept and characteristics of the commander’s core competence,but also meets the specific requirements of the development of the public security intelligence command center for the commander under the background of the integrated police reform.At the same time,combined with the four-dimensional core competence model in the core competence theory and the basic theories such as servo principle and self-organization principle in the synergy theory,the commander’s "four-dimensional and fourteen" core competence model was constructed.The four dimensions are "intelligence research and judgment ability","command and dispatch ability","emergency decision-making ability" and "police situation control ability",while the "fourteen" are the fourteen sub-abilities of each core competence dimension.In the model-based core competence construction,the fourdimensional core competence model of the commander constructed in this paper is integrated into the commander management practice such as training and development,assessment and evaluation,and ability improvement,so as to guide the commander core competence construction practice under the background of integrated police reform. |
