“A thousand threads above,one needle below” is a long-standing phenomenon in China where village/neighborhood committee officials are constantly overburdened with work.Despite the central government’s efforts to strengthen social construction and modernize grassroots governance systems and capabilities,this situation has not improved and even shows a tendency to worsen.To alleviate the workload of community officials,some areas have begun to implement a community work item access list system,which is the subject of this study.The study focuses on strengthening community autonomy human resource allocation and weakening the use of government assistants in community human resources.The following issues are addressed:The theoretical basis for implementing a community work item access list system.The necessity of reserving community autonomy outside of government management,overcoming the centralization drawbacks of government public goods by having communities provide public goods,and the historical inertia of state power swallowing up China,are used to demonstrate the need for a community access list system.The practical motivations for implementing a community work item access list system.Using typical cases to examine the workload of community officials in recent years,it is found that various government work assignments have occupied a significant amount of time for community officials,greatly weakening their autonomy functions,and demonstrate the urgent need for a community work item access list system.The compilation of the community work item access list.Based on the practice in areas that have implemented this system,a method to reduce the workload of both community and government roles and assist community governance is proposed.In addition,it proposes a dynamic adjustment and approval system for the community work item access list that provides an administrative order.The implementation of the community work item access list system.Improving the negotiation mechanism for the community access list,establishing a community work station to undertake government work that was previously under the community’s responsibility,setting up supervision departments to oversee implementation and strengthening the record review of access list compilation,are suggested.This study uses research methods such as sample surveys,interviews,and legal text analysis,grounded in the theories of lawful administration,contingency theory,and administrative orders.
