At present,the public security organs are undergoing extensive and profound changes,facing unprecedented opportunities and challenges.Under such circumstances,it is of great significance to study the performance appraisal of public security organs and explore its application and development in China.Performance appraisal,as a means of staff evaluation by government departments,plays a very important role in promoting the enthusiasm and efficiency of civil servants.The large number of public security organs and complex business,the traditional performance appraisal method is very difficult to achieve good results.In recent years,public security organs have made some achievements in performance appraisal,but there are still some problems to be improved.At the same time,the single evaluation mechanism and narrow promotion channel at the grass-roots level have seriously restricted the development of the police and affected the enthusiasm of the police.Therefore,the research on the performance appraisal of the grass-roots public security,especially with the practical work experience,is of Important theoretical and practical significance.In recent years,the R County Public Security Bureau has made a sharp reform in the performance assessment,made a bold attempt,carried out a series of performance assessment reform measures,and achieved good results.At the same time,some problems and shortcomings still need to be improved.The reform measures of the performance assessment of R County Public Security Bureau are innovative,and the problems exposed in the reform are also universal.It is of reference and reference for scholars to carry out performance assessment and carry out reform in other areas.Therefore,taking the R County Public Security Bureau as an example,this paper systematically expounds a series of measures taken by the Public Security Bureau of R county since the implementation of the performance appraisal reform,analyses the achievements and existing problems of the reform measures,and on this basis,probes into the Countermeasures for improving the performance assessment of the public security organs.The paper is divided into five parts.The first part is the preface,which mainly introduces the background,significance,research methods and current situation of performance appraisal.Taking the reform of the public security and judicial system as the background,the article puts forward the significance of the reform of public security performance assessment under the current public security work environment,and on this basis,lists the research results and present situation of the performance assessment of public security organs by domestic scholars in our country,and introduces the main research methods and the paper.The innovation.The second part is an overview of the performance appraisal of county level public security organs.This part mainly analyzes the difference and connection between the performance appraisal of the enterprise unit and the performance assessment of public security organs from the methods of performance assessment,the related theoretical basis and the characteristics of the performance assessment of public security organs.The third part introduces the performance appraisal reform of R County Public Security Bureau.First,introduce the present situation of public security organs in R county.Secondly,a series of measures for the implementation of performance appraisal reform in R County Public Security Bureau are analyzed.The classification of the performance evaluation system of integral evaluation platform system,and "Internet plus third party system for evaluation of R County Public Security Bureau performance appraisal reform implementation.Finally,the effectiveness of the R County Public Security Bureau after the implementation of performance appraisal reform measures is analyzed.The fourth part analyzes the problems and causes of performance and reasons proposed in the previous part,the countermeasures and suggestions to solve the problem of performance assessment at county level public security organs are proposed from three angles,such assessment methods,the authenticity of multi channel assessment and network assessment.In terms of legislation and mechanism,it mainly discusses the construction of laws and regulations,the application mechanism of performance appraisal and the policing safeguard mechanism.The propaganda and education level mainly expounds some suggestions for improving performance appraisal from the aspects of education and training,Internet position application and ideological understanding.
