| With the acceleration of new-type urbanization in China,more and more rural land has been requisitioned,and the number of farmers whose land has been requisitioned has increased and expanded to a group in correspondence.The local government settles the peasants whose land has been expropriated intensively by constructing the settlement area,and sets up the corresponding settlement community.Different from urban and rural communities,it is a type existence forms between the two communities,namely "transitional community",which means the transition from rural to urban,villagers to residents,and village committee to neighborhood committee.Community is an important unit of a city,which is related to social harmony and stability.Compared with other types of communities,re-settlement communities are more difficult to govern,with many contradictions and complex situations,and lack of mature governing experience for reference.The governance of re-settlement communities is related to the social stability at the grass-roots level and the sustainable development of economic society.Hence,it is of great theoretical and practical significance to explore a governance model suitable for resettlement communities.This article studies Nantong XH,a typical re-settlement community as a case study,by community governance theory,multiple governance theory,and new public service theory.Based on the social science research methods,this study is aimed at digging into the re-settled peasants and building up multiple governance models for such re-settlement community.The paper is mainly divided into six parts: The first part is the introduction of this paper,including topic background,research significance,literature review at home and abroad studies,research content design,research difficulties and innovation points.The second part is the definition of related concepts and theoretical basis.The third part introduces the situation of resettlement communities in Nantong city,and combines the governance status of XH community based on questionnaire survey data.The fourth part discusses the problems and the reasons behind them from the government level,community level,residents level,property level and social organization level,respectively.The fifth part puts forward corresponding feasible countermeasures and suggestions from each multi-governance main body.The last part is the conclusion,summary and reflection.This study holds that the re-settlement community of land-expropriated farmers in Nantong city is a typical example,targeting on land-expropriated farmers who have made corresponding contributions to the urbanization development process and deserve better security and service.However,it is unreasonable to rely on the single governance mode solely from the government vision.Therefore,the optimal governance effect should be achieved via the joint promotion of multiple forces such as party committee leadership,government leadership,social coordination and public participation.The pluralistic governance herein mainly includes the optimization of policy-setting at the government level and the exploration of new modes for pluralistic governance in re-settlement communities,which involves Community administration,with "embroidery skills" to improve the governance of resettlement community;Residents self-governance,with enhancement on the ability to participate;Sound tenement system,with expansion to broaden service width;Social co-governance,with effect in synergy.Finally,it is necessary to clarify the rights and responsibilities of diverse entities,and to ultimately establish a situation of joint contribution,joint governance and shared benefits. |
