Research On The Citizenization Of The New Generation Of Migrant Workers Under The Background Of The Household Registration System

With the rapid development of China’s economy,the number of farmers working in cities has gradually increased.This large-scale labor migration has formed a new occupation,namely migrant workers.With the rapid development of society after 2000,new members of migrant workers have emerged,namely the new generation of migrant workers.The number of the new generation of migrant workers is huge,and their technical ability and educational level are quite different from those of the former migrant workers.According to the official website of the National Bureau of Statistics,the total number of migrant workers in the country has increased from 263 million at the end of 2012 to 280 million at the end of 2016.By the end of2022,the total number of migrant workers has reached 296 million.Although the growth rate of the middle part has slowed down slightly,the overall number of migrant workers is still very large,with the new generation of migrant workers accounting for over 50%.The large-scale new generation of migrant workers are faced with many problems in the process of citizenization.By analyzing its influencing factors,it is found that the household registration system has a greater impact.The country is gradually improving the household registration system and taking various measures to promote the new generation of migrant workers to fall into urban household registration.However,in the process of the citizenization of the new generation of migrant workers,the registered household registration system still has a relatively large restrictive impact,so it is necessary to further promote the reform of the household registration system.This research takes L city as the research category,analyzes the current situation of the new generation of migrant workers’ citizenization based on the perspective of the registered residence system,and explores its influencing factors.The factors are divided into objective and subjective aspects: objective aspects,the imbalance of public services,the inequality of the labor market,and the inconsistency of land realization under the influence of the registered residence registration system;Subjectively,the participation of the new generation of migrant workers in governance is blocked under the influence of the registered residence system,and the integration of the new generation of migrant workers into society is difficult under the influence of the registered residence system.Through the analysis of the above influencing factors,the following corresponding measures are proposed: from the government level,explore a loose registered residence system that benefits farmers,Increase attention to migrant populations,and unblock the channels to participate in social governance;From the social level,balance the economic interests behind the registered residence system and resolve the current contradiction between supply and demand of public services;Promote the social integration of the new generation of migrant workers.
