Research On The Community Home-based Care Services In Rural Community From The Perspective Of Public Policy

Recently, China is haunting the severe social problems, such as the aging population, empty nest. Meanwhile, having been subject to the loss of the diversity of household membership, urbanization, the capability of rural traditional family care is increasing weakening. Moreover, Institution care is widely denounced for its narrowly coverage and enclosed environment, it which aggravates the unbalanced the relations between service supply and demand in this sector. Worse still, as a result of the relatively backward rural economy in China, and problem of supporting for the aged is marked by "serious" and "pressing" double labels. With this point in view, the government promoted the community-based housing support package which integrates the strongpoints of the house care and institution care, and operated flexibly and cheaply. This project enabled the aged spend their later years in comfort due to the fact that they felt as if they were at home. Therefore, it would better meet the demand of the elderly service care and affection comfort. The eldercare service is a significant form of the community-based housing support package. The elder care centers are booming among these communities in first-tier cities, comparing with that of the rural area, the elderly community day care center pilot program is still in its beginning stage. The author has undergone thoroughly researches on the day care centers of villages Yanhu district, Yuncheng city. And tries to show the implementation and effect of this policy, to summarize the successful experience of day care center of this new mode.Besides introduction, the paper is divided into four major parts:The first chapter main elaborates the background of day eldercare policy as well as the introduction of policy itself. Second chapter presents comprehensively demonstrate the enforcement of the policy in the Yanhu district from the government and the village level. The third chapter introduces the characteristics and effectiveness of implementing targeted policy, it turns out that the day eldercare of this mode not only copes with the problem of the left-behind elderly life as well as provides the spiritual consolation, but also goes far beyond the policy expectancy. It plays a significant role in encouraging children to perform filial piety, promoting the harmony and stability in rural areas, and activating the villagers’ autonomy. What’s more, it also miraculously invigorates the rural community which has become the important force to promote the comprehensively development of villages, and features the very strong practical significance. The fourth part attempts to draw on the four experiences and enlightenment in the process of successfully implementing policy in Yanhu district, and then facilitate its further promotion.
