Research On Ways To Improve The Effectiveness Of Youth Voluntary Organizations In Community Governance

In recent years,with the rapid development of Chinese socialist market economy and the further innovation of social service,voluntary service has become an important part of social life.However,the complexity and uncertainty of social issues have led to the gathering of potential contradictions in the reform and development of communities,and Chinese community governance is facing more pressure and greater challenges.In recent years,the CPC Central Committee and The State Council have attached great importance to community governance,and have always been committed to meeting the growing spiritual and cultural needs of the Chinese people as their new focus of work.Promoting the participation of youth voluntary organizations in community governance is an innovative measure to improve the community governance system,enhance the capacity of community governance and make up for the shortcomings of community governance.At the same time,it plays a huge role in gathering community people and promoting community stability and order.As the only county-level city in China that has won the title of “Six civilized cities in a row”,Z City has established the Young Volunteers Association as early as in the 1990 s,which has made active exploration in the process of participating in community governance,laying a solid foundation for the current civilized practice of voluntary service in the new era.Based on the theory of new public management,collaborative governance theory and voluntary failure theory,this paper takes the construction of Young Volunteers Association in Z City as a case study and organically combines case analysis with empirical methods such as case interview,questionnaire survey and field investigation.This paper analyzes the general situation of the Young Volunteers Association of Z City and the status quo and effectiveness of its participation,and summarizes the practical path of its participation in community governance.At the same time,through the summary and analysis of the results of questionnaires and case interviews,it is found that the Youth Volunteer Association in Z City has problems in community governance,such as imperfect participation mechanism,weak organizational participation force and insufficient participation of multiple subjects.Behind these problems,there are deep-seated reasons such as the deviation of cognitive positioning,complex community governance system,and inadequate organization and publicity work.Based on the experience and practice of Heping District of Tianjin,Huitian District of Beijing and Guangzhou,combined with the diversified needs of community people,this paper puts forward three countermeasures and suggestions that youth voluntary organizations should establish and improve the participation system,strengthen the strength of the participating subjects and promote the participation of multiple subjects in community governance according to local conditions.The youth voluntary service system will be integrated into social governance,into the national youth development pilot counties,and into the creation of national civilized cities,so as to enable youth voluntary organizations to play a better role in community governance.
