| District-level agency property management is a property management enterprise entrusted by the district agency affairs management bureau.According to the contract,it repairs,maintains and manages the buildings,supporting facilities and equipment of the agency office buildings and related sites within the relevant scope,and maintains the area of the agency.Environmental hygiene and order,receiving foreign visitors,engaging in public security and fire management,and providing logistical support for relevant party and government agencies.District-level agency property management is different from community property management.Its primary responsibility is to ensure the normal operation of party and government agencies,so it occupies a very important position in the agency’s logistical work.The optimization problem of its work is worth studying.Area J is located in the central urban area of Shanghai and was formed by the merger of the original two districts.Therefore,there are many and scattered office spaces,and the property management tasks of the organs are heavy.Taking this area as an example,the author uses the new public management theory and Matsuura Shiro standardization theory as the basis,and uses the literature research method,questionnaire survey method and interview method to study the optimization of the property management standardization work of Shanghai district-level organs.This paper believes that after long-term efforts,Shanghai has made great achievements in the standardization of property management by district-level agencies,but from the perspective of higher standards and stricter requirements,there are still problems such as the lack of scientific standard design,the lack of strict standard implementation,and the low degree of quantification of agency property management standards.The main reasons for the above problems are:the service concept oriented by "customer"needs has not been truly established,and the standardization of agency property management has not been recognized.There are deviations in cognition,the particularity of agency property management has not been fully demonstrated,the working mechanism of organic integration of internal and external has not really been established,the latest scientific and technological achievements are insufficient,and standards The supervision mechanism implemented is not perfect,etc.Accordingly,the author believes that in order to optimize the standardization of property management in Shanghai district-level agencies,the following countermeasures should be taken:First,improve the agency property management system.Firmly establish the concept of serving the work of the agency,set standards scientifically and reasonably,and the standard system should fully reflect the characteristics of the agency’s property management,and adopt quantitative standard evaluation methods;second,strictly implement the property management standards.Strengthen the awareness of standardization,establish a working mechanism for organic integration of internal and external,and use the latest scientific and technological achievements;third,improve the supervision mechanism for the implementation of standards.Strengthen the supervision of the implementation of property management standards,and establish a comprehensive evaluation mechanism based on results and supplemented by process. |
