Research On The Function Optimization For The District Street Agency

The District Street agency in the government administrative system is a special existence,as the district resident agencies of the government,it is different and the level of villages and towns government,not the government's functional departments.If use more image of a word to describe its positioning,so can be said to be the communication between the urban residents and the government of "bridge".Has in the past "twelfth five-year" period,our country economic strength,science and technology strength,national defense capabilities and international influence,which was a big step on,now,in the period of "much starker choices-and graver consequences-in",in the form of complex international and domestic environment,challenges and opportunities coexist.The contradiction of urban masses at the grass-roots level continues to increase,the social management pressure is heavy,as the basic unit government dispatched institutions,closely linked with the masses,street agency must continually optimize function to strengthen its public service function,the urban management function,social management function,and promote social harmony and stability function,etc.,to make a service-oriented government to provide a solid foundation.The District Street agency in its own way,how to define its function positioning,thus targeted optimized according to the actual situation,to achieve "rights and liabilities" highly match,give full play to the street agency organizations at the grass-roots level management and service function is crucial.This paper uses the data of literature,case study method,comparative analysis of four kinds of research methods,expounds the functions of the District Street agency of the historical evolution,through the way of enumeration instance,and comparative analysis the urban street agency and functional optimization of the similarities and differences of the District Street agency,to find suitable for general office functions optimization direction of most medium and small municipal district streets.The study found that main problems of the District Street agency functions are: the District Street administrative level is low,a duty to function is difficult to implement;Street department do not match with job functions,functional position and authority boundaries is unknown;To much work and the service consciousness;Streets for community dependence is strong,guide change to leading community street.On the basis of finishing the basic context,combing related theory,clear the running functions of the District Street agency,the author thinks that the factors of influence functions of street mainly is imperfect reform,since the boundary is not clear;laws and regulations construction lag and the lack of the policy basis;Social development is rapid,management problem is aggravated.aiming at these problems,the author put forward from three aspects to optimization functions of the District Street agency.Improving laws and regulations about street agency is fundamental guarantee of the District Street agency function optimization;Optimizing the street agency personnel organization structure and function is the main way to optimize functions of street agency,the main approaches of cultivating nongovernmental organizations and clearly defined Political affairs and Community affairs is one of the important based on the District Street agency function optimization.
