Research On The Optimization Of Network Public Security Prevention And Control In Large University Parks

Influenced by the development process of urbanization and the popularity reform of higher education,it has become a common phenomenon in Chinese cities to relocate university clusters and integrate university parks.Up to now,more than 50 large university parks have been built or are under construction.The Decision of the Central Committee of the Communist Party of China on Several Major Issues concerning Upholding and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capacity adopted at the Fourth Plenary Session of the 19 th CPC Central Committee puts forward higher requirements for improving the social security prevention and control system from the perspective of national governance,that is,to adhere to and improve the social governance system of "joint construction,co-governance and sharing".Due to the large scale of large university parks,complicated security environment in and around the parks,blurred public and private boundaries,serious shortage of grassroots police and limited means of "combination of groups",there are contradictions between the residents of large university parks’ growing new demands for security environment and the fragmented security prevention and control subjects of the parks.Therefore,how to integrate the existing forces of public security prevention and control in large university parks and establish a close,flexible and efficient cooperation network of public security prevention and control in large university parks is particularly important.In this paper,the author combined the connotation of social public security prevention and control,absorbed the view of network governance theory,and expounded the reform process of public security prevention and control in large university parks and the current situation of public security prevention and control network construction in large university parks.The problems of public security prevention and control in large university parks are summarized in four aspects: the situation of public security prevention and control is grim,the boundary of public security prevention and control rights and responsibilities is blurred,the construction of security system and prevention facilities is insufficient,and the ability of public security prevention and control is insufficient.Using the case analysis method,the author takes S University Park in Shanghai as an example to summarize the problems of serious fragmentation of the main body of public security prevention and control,blurring the boundary of power and responsibility,poor information communication and insufficient network cooperation ability,and analyzes the problems from four aspects of the theoretical analysis framework of network governance: "framework design--link connection--responsibility dilemma--cooperation ability development".Finally,based on the optimization of the public security prevention and control cooperation network of S University Park in Shanghai,suggestions were put forward for the public security prevention and control of large university parks in China in four aspects: establishing the public security prevention and control objectives and network cooperation relationship,enhancing the public security information sharing and the coordination ability of the prevention and control subjects,improving the public security prevention and control responsibility mechanism,and strengthening the construction of talent team and material security.
