Any enterprise has its set strategic objective. But at present, the performance management level of our country's enterprise is low. How to improve this situation, how to combine the strategic objective with post responsibility of the staff, and how to transfer the host's initiative and creativity, is a grim problem for each business enterprise under the knowledge-based economy. It could arouse the enthusiasm and creativity of the staff, impel each employee to try his best to finish his own achievement. Then every department could finish its achievement. Thus it could ensure the realization of company's strategic objective. The paper recommends chiefly the theory foundations of performance appraisal system on the basis of forefathers' research results. Among them, the "management by objectives"and the "consistency by objectives"theories are the most important foundation stone of this text. On one hand, the text introduces the related current situation of studying performance appraisal in the leading of strategic objective and combining the key performance indication with post duty as double to performance appraisal standard. On the other hand, it has recommended the performance appraise current situation of domestic and abroad. The paper introduces briefly the performance appraisal modes of Japan and Singapore. Then, it has analyzed the development course and current situation of performance appraisal in our country. This text goes on the reality of our country's enterprises. And it takes Chongqing Construction Worker Real Estate Co., Ltd. as the example. It combines the theory with practice, uses some advanced management theories and performance appraisal system thoughts of domestic and abroad, combines and uses some theory foundations, for example, "management by objectives", "performance management"and "motivational theory". Then the author provide with the thought of performance appraisal that we would combine the key performance indication with post duty as double to performance appraisal standard in the lead in strategic objective. Through the fair, just and effective performance appraisal, it would realize the same step between the performance appraisal and the enterprise development strategy. The paper recommends the concrete procedure at first. And it introduces the first step questionnaire investigation of the procedure. Then it introduces the thought of construction of KPI performance appraisal system based on enterprise's strategic objective. Then it mainly introduces the un-quantization standards through combining work goals or post duty. Finally, it introduces briefly the practice, feedback and use of performance appraisal through relating with the of the salary system, position function system etc. Finally, on the basis of summarizing the full text , the paper gets the suggestions of building performance appraisal system for our country enterprise.
