Research On Grassroots Governance Reform Under Technology Embedding

At present,China's social governance is faced with new opportunities and challenges.The development of modern information technologies such as the Internet,cloud computing,big data and artificial intelligence has provided new possibilities for community-level social governance innovation.In particular,scientific decision-making,precise management and precise service based on big data application have promoted the transformation of social governance.However,the application of big data in the field of public governance is often nominal due to high cost of technology,insufficient theoretical support and lack of institutional framework,which cannot provide power for administration and decision-making.Therefore,we must rely on the relevant theories of public management and social governance,deeply analyze the process and outcomes of big data application in grassroots governance reform,and explore the strategies of further application of it.On the basis of sorting out related researches on technology governance,this paper takes the big data application of 12345 hot line of R street in Shanghai as an example,use technology embedding theory,analyzes the process and outcomes of the big data governance to trigger the grass-roots governance reform.The insertion of big data into grassroots governance sparks changes on governance idea,governance structure,role of government and the transformation of social interaction through three processes: technology power,social interaction and governance reorganization.The current social transformation situation and the further application of big data require government to further promote the interaction between big data and institution in order to realize system change.This means that government must take governance as its core,reconcile the contradiction between technical logic and institutional logic,establish a governance system including institutions,technology and actors,combine theoretical exploration with grassroots practice,dig into the value information behind big data to assist decision-making and future situation prediction.
