| Population aging has been one of the important symbols of the 21 st century.With the high-quality development of economy and the increasing demand for a better life,how to preserve the quality of life and the pension rights of the elderly is becoming an international issue that every country is striving to overcome.During the construction of the elderly services,community embedded pension model,which characterized by small-scale and multi-functional use,is gradually becoming a key paradigm.It not only alleviates the shortage of land resources for urban old-age care,but also enables the elderly to enjoy more high-quality and diversified service while aging in place.However,as an emerging pension service model,community embedded pension is inevitably imperfect and immature.The digital governance theories that emphasize digital transformation,demand-based holism and re-integration is in line with the operating concept and mode of the community embedded pension service in the dimensions of instrumental rationality and value rationality,which provides new ideas for the improvement of the model.Therefore,based on the practical application of community embedded pension in Shanghai,this paper explores the present state,problems and optimization countermeasures of the model in the view of digital governance.First of all,through the research interviews with some street communities and analysis of data from the annual inspection reports of 201 embedded institutions,the development status of Shanghai community embedded elderly care is understood.Subsequently,relying on the case data and social embedded theory,we fully explored the problems in the development of community embedded pension in Shanghai and their root causes around the four elements of technology,service,talent and agency.It was found that the following problems still exist in the implementation process of the model.Above all,the technology embedding degree needs to be improved due to the lack of resource elements.Second,the the supply and demand bias in the embedding of senior care services can be attributed to the blurred rights and responsibilities of multiple entities and insufficient digital applications.Third,mismatched talent incentives and training programs make digital aging talent construction face short supply.Fourth,the imperfect policy system related to residents’ participation in community governance leads to the embedding process of institutions being more vulnerable to the Not-In-My-Back-Yard(NIMBY)effect.In response to the above questions,this paper puts forward the following countermeasures combined domestic and international experience with the three core propositions of digital governance theory.Firstly,in regard to technology embedding,establish digital pension ecological environment integrating fund,concept and platform by digital reform.Secondly,in the aspect of service embedding,with the help of service reengineering,clarify the boundaries of power and responsibility of government,market,society and other subjects,strengthen the concept of integrated development,and achieve online and offline linkage,realizing the supply and demand matching of service embedding.Thirdly,in the aspect of talent embedding,with talent integration as the goal,construct a pension talent support system by attaching importance to special talent training,constructing the integration mechanism of industry and education and improving the treatment of professionals,to achieve the sustainability and high quality of talent embedding.Fourthly,in the aspect of institutional embedding,we should break the barriers of institutional embedding through institutional remodeling.We may prevent or resolve the NIMBY effect and enhance the smoothness of institutional embedding through the improvement of information disclosure mechanism,democratic decision-making mechanism and compound compensation mechanism. |
