At the same time,the rapid development of industrial economy,China’s coal energy demand has become more and more tight,many places in the country frequently "electricity shortage" dilemma,the active and orderly development of nuclear power industry can help alleviate this dilemma,while the "carbon peak carbon neutral" double carbon policy is the development of nuclear power The dual carbon policy of "peak carbon neutral" is an accelerant for the development of nuclear power.Therefore,the government must pay attention to the public’s perception of nuclear risk,conduct a systematic analysis and survey on the public’s perception of nuclear risk in nuclear power sites,and integrate the strengths of multiple related parties to weaken the public’s perception of nuclear risk,which will help the government to deal with or avoid the public’s possible anti-nuclear neighbor behavior.This will help the government to deal with or avoid the possible anti-nuclear neighbor avoidance behavior of the public.Through literature research,questionnaire survey,interview and the combination of quantitative and qualitative methods,this paper deeply studies the public’s nuclear risk perception and coping behavior under the background of the construction of a dual-nuclear city in F City.As the factors affecting public perception of nuclear risk cover a wide range of aspects,this paper adopts five dimensions of "personal cognition,government output,enterprise output,expert output and media output" to build an HHM model of the factors affecting public perception of nuclear risk.According to the HHM model,a Likert scale is used to design a questionnaire.In specific operations,the collected data will be assigned by entropy weight method.According to the assigned results,the impact factors will be sorted,classified and graded by Pareto analysis method.Finally,the high impact factors affecting the public’s perception of nuclear risk will be obtained,and targeted countermeasures and suggestions will be given to provide certain data reference for the government and nuclear power enterprises to establish effective prevention of public anti-nuclear behavior.The results show that the four most important factors affecting public perception of nuclear risk are the public’s understanding of the nuclear power construction in the city,the public’s understanding of the public welfare matters done by nuclear power enterprises,the implementation of the government’s supervision responsibility for nuclear power safety production and the media’s dissemination of nuclear power information.In the process of promoting the second nuclear power plant,the municipal government and nuclear power companies should pay attention to the formulation and implementation of strategies related to these four factors in the face of public nuclear risk perception and nuclear NIMBY effect.According to the research results,it is found that the reasons for the high nuclear risk perception and anti-nuclear behavior of the public in F city are mainly: the public’s demand for nuclear knowledge and nuclear construction information is not met,the public’s sense of participation in nuclear-related policies is low,and the public’s perception of nuclear-related benefits is low.These three main reasons show that although a nuclear power plant has been built in city F,the local government is still not doing a good job in nuclear knowledge and public participation,and the public’s awareness of social responsibility is also weak.Therefore,the government should not only consolidate the public nuclear knowledge popularization,broaden and implement the public participation mechanism,but also guide the five major stakeholders of the nuclear power project to enjoy the benefits and assume their own social responsibilities,and integrate the strengths of the five parties under the leadership of the government,so that the nuclear power industry can develop in an orderly and healthy manner and the social and economic development can be sustained and stable.
