In the "13th Five-Year Plan" for renewable energy development issued by the 19th National Congress of the Communist Party of China,it is proposed that the "risk early warning prevention and control system and emergency plan mechanism for new energy industries should be improved" in the future. However, since 2006,the construction process of neighborhood avoidance facilities such as nuclear power plants, waste incineration plants, and PX projects has been hampered frequently. These publicly opposed projects are often projects that the government and experts believe are of little risk. The current situation is" Once you build it,it will stop." However,to meet people's living needs and the country's strategic development,it is imperative to build such facilities, and public support is crucial. Therefore, this paper focuses on the types of neighboring projects that frequently occur in group events and the public's risk perception around such projects,to explore the influencing factors of public risk perception and what are the core factors. In order to provide a theoretical reference for better risk management of avoidance projects for the government and project investors. To this end,the study combines theory with empirical methods, mainly doing five things:First,on the basis of the existing literature, the classification of adjacent facilities,to define the research object.Seconds the study summarizes the evolution of public risk perception, defines the public's risk perception bias, and establishes a bias matrix.Third,on the foundation of the process of perception,a public risk perception influencing factor model is constructed based on the evolution of public risk perception, the public's risk perception, the literature and reality cases.Fourth, the study conducted field research and collected raw data through questionnaires to determine the six dimensions of program participation, knowledge and information acquisition, individual mentality, social mentality, government credibility and perceived benefit level.Fifth, the data was analyzed by SPSS and AMOS software for factor analysis, correlation analysis and regression analysis, and the gender and other distinguishing variables analysis. The study believes that except for social mentality, the other five impact factors are significantly correlated with the public's risk perception in the neighborhood avoidance project;individual mentality, knowledge and information acquisition factors positively affect it;government credibility and perceived interest level are opposite influencing it,and perceived benefit level has the greatest impact on it;there is a correlation between program participation factor and public risk perception, but no linear causal relationship. In addition, different types of neighboring facilities and different age levels have significant differences in public perception of risk.
