Research On The Cultivation Of Emergency Culture In Rural Communities From The Perspective Of Schein Cultural Hieraechy

Emergency culture is an important part of the modernization of the system and capacity for emergency governance.Its cultivation and development is of great practical significance to improving the public’s emergency response capacity,enhancing the comprehensive ability to prevent and mitigate disasters in the new era,and realizing a holistic approach to national security.At present,many areas in our country have carried out different emergency culture cultivation practice based on population characteristics,geographical environment,economic development level and so on.Good results have been obtained and a lot of experience can be used for reference.However,the cultivation practice of emergency culture is still concentrated in urban communities.The progress in rural communities is slow,which greatly restricts the pace of rural culture revitalization and the improvement of rural residents’ emergency response ability.Thus,it is of vital practical significance to probe the cultivation of emergency culture in rural communities to improve the governance level of rural communities and promote the villagers’ ability of selfrescue and mutual rescue.This paper,taking S community,Guiping county as the research object,using Schein cultural hierarchy theory and collaborative governance theory as the theory analysis tools and adopting literature research,interviews,questionnaire investigation and statistical analysis technique,makes an in-depth analysis of the current situation of emergency culture cultivation in S community.Firstly,the specific situation of emergency culture cultivation in S community was sorted out based on field survey,and then questionnaires were distributed to the villagers in S community,which were analyzed the current situation of emergency culture cultivation in S community by statistical analysis technique.Secondly,the paper analyzed the problems of emergency culture cultivation in S community,which included the lack of completeness in the cultivation of emergency culture artifacts,the lack of motivation in the espoused values and the lack of understanding in the cultivation of basic assumption and values,and dissected the deep causes.Finally,putting forward the optimal path to promote the cultivation of emergency culture in rural community from three layers of perfecting the construction of artifacts layer,establishing and improving the safeguard of espoused values layer and strengthening the cultivation of basic assumption and values layer,which included nine aspects in improving the contents of contingency plans,completing the supply system of emergency resources,establishing a multi-level emergency education and training system,perfecting the system of emergency laws and regulations,constructing a multisubject cooperative cultivation mechanism,innovating incentive mechanism and supervision-feedback mechanism,fully tapping the contemporary value of the excellent traditional China’s crisis culture,highlighting the emergency cultivation concept of “people-oriented”,and enhancing the cognition of the value of life,so as to motivate the sustainable development of the emergency culture cultivation in rural community.
