Research On The Role Of Voluntary Service In Grass-roots Social Governance

Over the years,the party and the state have attached great importance to the development and construction of voluntary service.In recent years,voluntary service has made continuous progress in the development of human society,reflecting citizens’ sense of responsibility and public awareness,and is also the specific practice of socialist core values.In addition,voluntary service organizations play an irreplaceable role in integrating social governance resources and making up for the lack of public services,and gradually become an important force in promoting social governance.The Third Plenary Session of the 18 th CPC Central Committee put forward that "the overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity." in the process of social governance modernization,it is necessary to strengthen the management of voluntary service organizations at all levels and all types,improve their professionalism and service level,and integrate into the overall situation of social governance,It has become an important force in promoting the modernization of social governance.At present,there are many mature multi perspective studies in the field of voluntary service,but these studies are generally sociological related studies with voluntary service itself as the research subject.From the perspective of public management,the research on how to combine voluntary service with the actual situation of grass-roots governance and improve grass-roots governance by improving the level of voluntary service is not in-depth and comprehensive.Based on my own practical experience,through in-depth analysis of the situation and existing problems of S County,Fujian Province,one of the pilot counties(districts)of building a new era civilization practice center at the county level in China,to carry out voluntary service and improve governance efficiency,the author puts forward to further give full play to government functions,strengthen the management and guidance of voluntary service,and promote the effective transformation of voluntary service,By further strengthening the pattern of pluralistic co governance,constantly enriching the ways in which various groups participate in governance,cultivating and leading more non-governmental voluntary service organizations,constantly creating a good atmosphere for the participation of the whole people,establishing and improving the long-term management mechanism of voluntary service,promoting the orderly integration of voluntary service into the overall situation of social governance,and promoting the more long-term and lasting development of voluntary service,In line with the needs of the modernization of social governance,it has changed from the marginal way of picking up leftovers to the main force of governance.
