Study On The Reform Of The Content And Curriculum System Of Tourism Policy And Regulations In Vocational Colleges Under The Background Of The Circumstance Of Industry Convergence

The tourist industry in our country has made a great progress since the 19th National Congress of the Communist Party of China.As a strategic pillar industry,tourism strengthens its position even more.Based on the background of the circumstance of industry convergence,tourism industry system has become increasingly complete in the country.The system of modern tourism management has initially established.So training compound applied talents to adapt to the development of tourism industry is much more important under the background of gradual optimization of industrial structure and new operational types of tourism.As one of the core courses in the major of tourism management,"Tourism Policy and Regulations" should follow the policy and legislative process of tourism development,cultivate students' professionalism and legal literacy to keep abreast of the times to meet the needs of innovation and diversification of tourism vocational education policy and accelerate the development of modern tourism vocational education.This article analyzes the present situation and problems of the curriculum content system of "Tourism Policy and Regulations" in vocational colleges,and finds that the existing curriculum content system of "Tourism Policy and Regulations" lacks of effectiveness,scientificalness and rationality,systematization and integrity of knowledge.It can not reflect the general trend of the industry convergence and new operational types of tourism,orientation of curriculum content system based on students' learning situation in higher vocational colleges,and current policy and legal system of tourism in our country.Based on the above analysis and research,new trend of tourism development makes new demands on the curriculum content system.From the perspective of curriculum orientation,the author sorts out the existing twelve new tourism policies,seventeen tourism-related laws,ten tourism-related administrative regulations and ten tourism-related departmental regulations,puts forward the reform thoughts of paying attention to the timeliness of the curriculum content system based on the background of industry convergence,the systematicness of the content and curriculum system based on the speciality characteristic and students,learning situation,and the practicability of the content and curriculum system which is connected seamlessly with the professional certification of the national tour guide.The author proposes the concrete conception for the reform of the content system of this course,constructs the "ability standard and double certification" of three-level modular design of the curriculum content system framework.Finally,the new framework of curriculum content system of "Tourism Policy and Regulations" in higher vocational colleges is constructed.Dividing the curriculum into basic vocational cultivation module,double certificate ability module,vocational ability development module;cultivating basic ability,practical ability,comprehensive ability to form a scientific systematic knowledge structure;bringing vocational qualification examination content into curriculum content system to enhance the application of knowledge structure.
