Research On The Pension Service Policy In Fujian Province Based On Bibliometrics Assessment And Content Analysis

With the changes in China’s population structure,the aging situation has become increasingly severe.In view of the diversified and multi-level elderly care service needs,it is urgent to form a scientific and effective pension service policy system and accelerate the exploration of an elderly care service governance system.The research takes 56 pension service policy texts of more than 200,000 words in Fujian Province from 2005 to 2020 as the research object,and conducts literature measurement and content analysis.On the one hand,it explores the external attributes of policy texts through four aspects:policy text type,post time series,policy subject terms,and the network relationship of the main body of the post.The content is used for frequency statistics and text analysis.In this way,it analyzes the logical characteristics of the current construction of the pension service policy system in Fujian Province,as well as the preference for the choice and use of policy tools.It also proposes corresponding optimization paths for the deficiencies of the pension service policy system.The research found that:(1)The text type of the pension service policy in Fujian Province emphasizes practicality.The frequency of posting fluctuates and can be divided into three development stages,but the time continuity and total amount are insufficient.It is characterized by "coupling-edge type" The network relationship of the main body of the article has not yet formed a strong link cooperation model.(2)The selection and use of policy tools show obvious structural imbalance characteristics.Different policy tools and sub-tools all have some degrees of overflow,deficiency,and deficiency.(3)The distribution of policy tools in the task dimension is unilaterally skewed and unbalanced overall,focusing on institutional and home-based care,and insufficient support for the integration of the elderly care market with medical care,especially rural elderly care is still marginalized.Based on data statistics and theoretical analysis,the research believes that we should strengthen the coordination and cooperation between the core department-led elderly service departments,optimize the functional matching of policy tools,balance the use of policy tools at the five level,rational choice and dynamic combination of policy tools to improve the pension service policy system in Fujian Province.
